Yeah, but if you increase the value of those belts enough, other people are going to want to fight you for them. Empire is a pushover, but there's more to nullsec than just goons.
Yes, i am sure people will conquer goon space to get at the blue ice rather than the tech moons, 10/10 plexes and sanctums. Especially when the only other large 0.0 block also has belts full of the stuff in their back yard.
