The Guardian-Vexor is only a Vexor with an additional launcher hardpoint. No big deal it seems. But the only offers I have seen so far are for 100 Million or even more.
What is the problem in producing this ship?

Without any BPO/BPC it's quite difficult to produce anything...
Those ships were given a only once as a special reward in a storyline.
They're not on sale in the market nor there are any BP's avaible.

Well thats the problem  you can't produce it. The G.V was/is a faction ship given out quite some time back now in 2004. There weren't many in the first place and of course many have been lost or are languishing in inactive players hangars now, so they are very rare and thus, collectors items. 100 mil is a very good price for one actually, expect to pay several times that if you can track one down.

I'm pretty sure I've seen someone trying to flog a BPO on escrow for several billions

Which was a scam, no BPO of this item exists.

Well now I am puzzled why this super-special once in a lifetime ship is listed in the item database under Gallente Cruiser
