I laud the efforts of the development team in trying to fix the misuse of cargo containers and putting a stopgap solution in place. The issue at hand though is the fact that the stopgap solution hurts the abusers, in this case pirates, much more than legitimate users.
I suggest that the container jettison limit is set not to a the current system wide setting it currently uses. ie. you are in belt 8.1 and another player is in belt 10.3 of a system, both of you have full cargo hold, the timer ticks down and only one of you is able to jettison forcing the other's timer to restart.
Instead I suggest you set it to a personal timer, something in the neighbourhood of the current five to six minute window, as it is making group mining operations exrtemely painful at the moment.
An additional item that could benefit from repair, specifically related to cargo containers, would be the multiple user refresh problems that have been seen. Eg. User 1 creates the cargo container, Users 2 & 3 add material to the cargo container, and User 4 collects from that container and carries to the station. The issue here being that Users 2 & 3 can actively see the container but do not have the ability to properly stack items, and User 4 frequently has to reboot/relog in order to see the contents of the container after the first pickup.
As a mostly mining firm the need to space minerals for indys to come pick up is extremely important to our livelihood, the patch however seems to have hurt more than helped in this regard.

Currently there is a 5 miniute window to jettison cargo. The problem is, it doesnt do it automatically and when you miss the 5 minute window you have to start over.
This is making mining unbearable. I have now had to sit here for 15 minutes and delay my mining because I have missed the 5 minute timer by a few seconds every time.
I honestly dont think the timer thing is the answer either. The real answer to cargo containers lies in punishing those who use exploits to harass other players. Changes like this only hurt the players who are mining, not the pirates. They will just move onto another exploit.
Please rethink the current system. Im starting to feel like mining is a waste of time, and its the only thing I enjoy doing right now in the game.

For code wise i think an easier solution to this is that theres a cargo size limit to each container that can be jettisoned.So for example you can only jettison cargo containers that have atleast 150m3. It will be hard to fill up that with ammo and get those to drop. This would fix up mining as we are always jettison / stacking cargo containers over 150m3.

Why can't an owner ID be attached to the jettisoned container and limit how many containers can be jettisoned? Add some owner ID to whatever container struct info there is and a fairly simple conditional on either the server and/or client.
To keep with CCP style you could make it a lame hack where once you have jettisoned X-number of containers you cannot jettison any more [in that system] until one of those has imploded.
To tick FEWER people off, when you jettison X+1 containers then oldest one will implode automatically. Jettison all you want, but too many and the oldest will vanish on their own.
...but what the FLOCK is with this lame-ass arbitrary timer crap??? I very disappointed.

I do not believe it is based upon a fixed window; rather it is based upon the entire system. Thus every time a container is jettisoned in the system there is a five (5) minute wait until the next canister can be created.

I like the idee. of every one begin able to jetison all of the time. then the cargo containers vill inplode in a few min.. :) no free floting cargo containers for a long time. then itruduse a reinfores container, witch will not inplode, but will cost a lot of mineral to create. or monney to buy, I have bougth some cargo containers. I dont see for what and I havent playd with them. So I dont know what to do with them.
Then I would love to see some NPS support for lone miners. and corps can even start thet kind of a bisnis.
Like taking large - inforsed - containers to astrioid belts.
I would f.x. be able to make a agent in a station thet would work for my corp. and give servise to others, if they go to my corp office.

Why not only implement the cargo container drop limit when in a non-asteroid belt area? I mean this exploit is only used at stargates where it makes sense to camp? Just designate zero-clutter areas where the limit is in effect.
