I was sitting in Rens, a 0.9 sec area, looking at all of the low-sec peeps flying in and out realised that this was a flaw in the Eve universe, but could actually be easily modified to change - and IMHO massively improve - the gameplay. Currently your security rating is treated as black and white; you can go into "safe" space, or you can't.
My idea is to allow the police patrolling the gates to randomly check peoples security status - in the same way customs currently scan for contraband - and "arrest" people with a low-sec status. Once arrested you have to either return through the gate or pay a fine. The fine would relate to your security status but once paid would either increase it, or reset it to zero. The police would warp-scramble to prevent you jumping (might require a tweak to the code here to permit gate-jumping when scrambled). They would only arrest in "very safe" space - say 0.8 and above. The carrot that goes with the stick is that people with marginally low-sec status could deliberately get themselves arrested and return to the fold (yes, I know there are ways already, but this would be a quicker route if you can afford the fine).
I believe that it would partially undo the effect of Exodus and push people back out - those that couldn't take the risk of being fined for example.

Add to this the right to people with a security status of .5 or higher to shoot those with low sec. in .5 and up and I would be a happy man.
I see people in 1.0 shooting mining barges and other noobs and then run away from Concord, hide in some safe spot and come back again to repeat the process.
If Concord doesn't police, then let vigilantes organise themselves to do it. Security ratings should account for more than what it is right now. You have -0.5? You shouldn't be allowed in 0.5 sectors and up. -0.2? You shouldn't be allowed in 0.8 security sectors and up, without either getting fined by Concord, dealt with by vigilantes or not having the rights to dock in any Empire held stations. sb404 DTR 3240 inc. |

if you are allowed to bribe and get your security status raised then griefers would simply make the trip to those systemes every couple of days and make the bribe, while still doing there thing.
I used to have a nice sig but it keeps getting removed by somone with no explanation. Typical isnt it. |

It's a good point, but because you can only be arrested in 0.8sec and above then if you've been v naughty and got low sec then you wouldn't be able to get there anyway. Conversely, if you were just starting to pirate then this would have the effect of pushing you out of high-sec systems quicker. The value of fine would need to be set so that it didn't make sense to raid in high-sec areas and keep paying fine so you could stay there.

The problem with attacking people with low-sec is that I believe you can get a low-sec through legitimate means; wars for example. Actually the lower security status you have, the less systems you can enter. -2.0 means you can't enter any 1.0 system, but you can enter 0.9 ones etc.
And I don't see how random "arrests" would "massively improve" gameplay. Sounds like a minor annoyance with no point, and tbh, I don't see it happening. -

Hmm, Viceroy, if I understand you correctly you state that at -2 sec status you cant enter 1.0 systems.
This statement in reality is a rather odd one as I have on numerous occations seen -10 pirates instajumping past 1.0 systems in shuttles or other small cheap ships.
I have even seen -10 sec status players dock in concord stations.

How about this for solution. You commit a criminal act in empire space, you're flag as a criminal for a certain period of time. During that perdiod, Concord want to cook your 4ss as it is today, but in addition, anyone with a certain security status also have the right to cook the outlaw's behind.
I think it would limit the number of crimes in empire, without OMGWTFNerfing anything, and at the same time encourage a "morally good" introduction to PvP. It would also create new types of jobs for starting corps, as of vigilantes.
And it would surely satisfy that ever growing apetite for vengence against funny people who think blowing barges in 1.0 will make minerals price go down instead of up !!
Another good aspect is that, on a programming level, it wouldn't bring any more lag, since the criminal is already flagged by Concord. _________________ CEO, 3240 Inc. We Solve Problems |

By can't enter, I mean concord will shoot you up in anything bigger than a pod. No game mechanic prevents you from jumping in though. -

I wont say you are wrong but I was under the impression concord didnt bother you untill you hit -5, not that I have ever had a neg rating so I dont know for sure but...
If indeed the border is at -2 (and I see no reason why you would claim this if it wasnt true) then well... great :)
However I have still seen many pirates (read -5 or lower)instajump-shuttle themselves past secure space thus Ither they are abusing a bug or it is possible to get through, in all honesty... Im not bothered with them getting through.

Id like to see -10 criminals still be allowed to go anywhere. Why? Because itll give us something to shoot at in high sec empire  ---------------------------
