Well maybe anything below a certain point should not be able to take part in the bounty system. 5 mill SP for instance, EvEs point where you are counted as a citisen and able to show in statistics.

Before you troll - yeah, I think life should be much harder for the -5 (and lower) players. After all, aren't the -10 outlaws among the best and most elite PVPers in the game? The high sec carebears need some (major) handicap, in order to compete.
So if i repeatedly suicide gank you, scam you, bump you, steal your cans, salvage your wrecks, steal from your corp, awox your ships over and over and over you should have no recourse as long as I keep my sec above 0?
