This is true of course, though they do the same paper dps come retribution
Maller- Resist bonus, extra low slot in an other wise identical slot layout
Omen- Higher base speed, cap usage bonus.
Personally i'd start with the Omen, then switch to the Maller once you have some good capacitor skills and can use scorch, as thanks to its resistance bonus and extra slot it can load an extra heat sink under the same circumstances. Tituba. |

If your going to do level 2s in an Amaar cruiser, go omen. I've done some of the less crazy lvl 3s with a navy omen, and it's lot of fun. Also note that my overall skills for a well fit omen are, mediocre at best, and yet I can still pull off some of the lvl 3s. If you really want to fly a maller go for it, but I have no advice for you with that one. |

I disagree. Omen is pretty good in my opinion for a T1 cruiser. 450 DPS and 35K tank, versus a Maller with 320DPS and 45K tank.

Maller: - better tank (you can use same 3-slot tank you'd use in Abaddon: repairer + 2x mission specific active hardener) - one utility low slot for something else, like TE - better dps (5x HPL vs Omen's 5x FMPL) with 2 heat sinks - cap stable without repairer running
Omen: - better speed - better tracking with FMPLs (since you can't fit HPLs, AB, web and repairer without compromises) - cap stable without repairer running
This is of course with 5% gun cap use, rof, damage implants. |

I think alot of people have not actually gone and looked at their updated slot layout and fitting resources. I had a dual propped maller with ~40k ehp and 500 dps at one point, which was not bad for a 15 mil isk hull imo
Anyways for omen missioning, i'd think something like this will work well,

The old Omen with an 800mm Plate, MWD, 5 Focused Pulse II's, 2 Trimarks and 1 ACR moved 1275m/s, had about 340 DPS and 20k EHP. What Trinket said in comparison new Omen has about 35% more tank, 20% more DPS and moves 1550m/s. It is worlds apart from the old Omen.
In comparison to the Maller the Maller can match the Omens DPS with Heavy Pulse Laser and has a greater tank but moves around 300m/s slower, less Tracking / Drone Frigate Defense and less Capacitor. With Focused Pulse it can get around 60-75% more Tank but does less Dmg is still slower and has less cap.
For a Shield fit it can be done with the Omen but it caps fast, has less tank ships with more mids. It's Heavy Pulse Opt is Warp Disruptor Rang though. 20k EHP, 1900m/s, 445 DPS Scorch / Warriors, 2min everything running with 2 CPR. Loose those and you can double Nano with a min of cap.
I think I will fly the Armor Skirmish Omen most, leave Shield to other ships. |

Armour tanked Fleet Stabber is best Stabber. Running away is for planet dwellers. |

Wrong. Shield Omen, while has great DPS, will cap out in 1min.
The best fit I could come up is such, and looks pretty good TBH. Speed: 1948 m/s DPS: 432@26km Cap-stable

Stabber is 500 m/s faster but has only 180 DPS at 24km. Shield Omen (1 nano) is 200 m/s faster and has 500 DPS, but as mentioned above does not have any cap.
Another alternative is to put medium rep instead of plate and medium cap booster instead of small, overheated it will rep 2760 armor per minute which is a bit lower than plate but better for prolonged encounters or deep in 0.0.
EDIT: active fit has the same speed as shield fit, so overall it might be better than 800mm plate. |

ONI is already a pretty good ship so I'm excited about the new redesigned Omen. Maller should be fun too. The smaller drone bay though is still an issue in my opinion. Back to the OP's question.
Doing it in an Omen would be fun (it looks cooler ), but for pve you'll need an active tank and you'll get better results from the Maller with it's resist bonus. Cap is an issue in pvp where you'll have a mwd fitted. For pve you can use an ab. Although it's been suggested that you fit hmpl's, you may be better off with fmpl's, especially if your fitting skills aren't strong yet. The dps difference isn't that much. In fact often with lasers, deciding which ones to fit is more a question of range vs tracking, not eft dps figures.
The biggest thing the Omen has going for it is a full flight of drones for killing frigs. Personally I would just spend the time practising getting good shot with the Maller. It'll put you in good stead later on if you decide to pvp.

Arbitrator. Even after Retribution Amarr still only has a single cruiser that isn't completely overshadowed by the other races' alternatives in most realistic scenarios. Then again, why would you fly an Amarr sub-BS T1 hull anyhows?

I've done a considerable amount of level 2s and even level 3s in the new Omen, so that would be my pick. The ship is surprisingly sturdy for an attack cruiser, tbh. Frankly, right now I like it more than even the Arbitrator (no, it doesn't have to do with the AI, it has to do with Omen pulling off more dps). |
