I believe this is determined by your inertia rate.

It all depends on your interta. My advice is just to get a afterburner or a engine booster that fits in the lowslot of your ship.

Spaceship command and Evasive manuvering help with the inertia.
Nanofibers are also great low slot module that help alot with inertia.
Ships also have different basic inertia, smallest ships most of the time being quicker then bigger ones.

Actually, Nanofiber fixes both inertia and speed, but has a drawback with lowering your structure HP. Still it gives more effect considering that it takes up a low slot.

If you're taking damage in structure you're pretty much dead anyway. Nanofiber FTW!
