If it was just a change in range related to damage dealt (with damage remaining unchanged) it probably wouldn't be too much of a problem. But damage is being nerfed also.
How many posts have you seen in this forum by gun users complaining they can't break a tank with guns alone? the answer is lots. The same will now apply to missles.
I still remember my first day doing level 4 missions in my then new raven. I didn't have any torps and was using cruises. I got the Mordus headhunters mission. To make a long story short, 540 missles (3 launcher loads)later and the Mammoth was still there with shields at 50% and recharging/tanking as fast as the missles were landing. Finally got someone in local to help me out and once it was done promptly loaded up on torps and siege launchers for future missions.
If this game were set up for group play, then that would be one thing. But it's not, and the grouping flaws extend waaaay beyond shared LP, particularly in empire space. Frankly, I don't see how they can be overcome, short of structuring empire space much more like 0.0 space in terms of having relatively few habitable systems where players can congregate in and find groups in (and the current planned dispersal of agents will have the exact opposite effect).

I do not believe that either is true.
People generally don't quit in anticipation of a nerf. They usually quit for two reasons.
1) They no longer enjoy the game.
2) They feel cheated by having a significant investment of time and effort negated by a game change.
A nerf has the potential to do both, but people tend not to quit until it's implemented and one or both the above happen to them.
I don't think #2 is the bigger problem with the proposed changes.
I do think #1 is. No matter what anyone says, this game is simply not a group friendly game for anything but PvP in 0.0. A chat channel does not make this a group-friendly game. Neither does the option to group, nor shared LP if they ever implement that. First and foremost, you have to be able to get to your group withour everyone waiting 30 minutes while you crawl over 15 jumps in your slow ship.
A raven with missles allows most players to solo level 4 missions. Take away the ability to solo and a significant % of the casual players will no longer be having fun. Expect them to gradually drift away as they find something else that will allow them to have fun.

You have other information?
Look at the level 4 mission threads. The large majority of complaints are from people out in 0.0 (by definition PvP'ers) who complain that people in empire space (doing missions) are <gasp!!!> making money!!! And not just money, but more money than they can make chaining BS's in belts or pirating!!! The nerve of CCP actually giving people in empire space something to do that doesn't expose them to the danger of getting shot in the back!
