Like, have it start at a 100% chance with no Warp Cores, to a smallish chance of escape with a single one... and dwindling to a small, but still relatively feasible chance with the detested full rack of eight on an Armageddon.
Toss in a stacking penalty as well, of course. 
Of course scramblers would have to become individual chances at disrupting navigation systems as well, but incorporate strength skills to boost that chance and voila. Easy fix to the all-or-nothing nonsense that plagues combat these days with ganksquads giving themselves near-immunity with a full rack of stabs.
Discuss.

Ummmm...This was supposed to be implemented with the EW changes. They had it working on sisi, kind of fun, kind of not. They just put it off for a few patches.

it's not a good idea, it's a good idea for the normal battles little engagments etc..
But here is the worst part, you will get lots of pirates comming to whine about this and i must admit they are right. If you have chance based scrambling the ransom part of a pirate will stop to an end (although it seems that it is dieing a bit). I don't think scrambling should be chance based, i don't see the use for it, it will only give other people more chance to warp out instead of being scrambled.

scrambling should remain as is... except stabs should disable weapons.

I think the only whining that we'd see is if a single tackler stops a stabbed-out Armageddon from fleeing. I think it'd be harder to scramble in some ways, but easier in others. Remember that no stabs = 100% chance to tackle, as it should be. And this'll make life easier than the guys who've currently got to completely sacrifice their med slots for a dedicated catcher setup.

i hate the idea it will make wcs useless in any combat situation i use a 1 or 2 with a combat setup occasionally if im planning to combat sumwhere wher eim hideiously outnumbered theres no point if its given down to eve chance becuase my luck sucks... atm they are balanced the cpu usage means no tank so it is possible to kill a ship with 7 or 8 on before they can warp.
This also makes tackling rather crappy ive go thim tackled no wait i dont y mess with a system that already works? 8wcs already dont mean ure gonna make it even with instants a stilleto alone can get 6 points on u.
This is the worst thing they could do to pvp their already making it impossible for anyone but gank fleets y making it any harder for the little guys.

Alternatives I've seen:
1)Extend warp disruptor range massively ~100km; nerf all turret range dramatically; increase speed on a bunch of stuff; change gates warp in points. = Fun for the whole family.
2)Incorporate a warp core or propulsion HP. A weapon or missile which knocks this down incapacitates the vessel in this respect, giving smaller ships some potential at harassing larger vessels. (Note the current propulsion stregth etc. changes and you'll see what I mean.) Small ships can't use much high cap EW and count for pretty much nothing in combat. Over time, a small vessel should have the ability to have some effect on a larger one. (Maybe some weaker EW modules should be issued just for frigates along with to hit chances.)
