A lot I agree with. Right now 0.0 is a cold hard life, and very unforgiving.
Players being able to provide an almost concord like defence would help - ie via sentries or warp bubbles. Again its player driven no npc driven - and as such can be assaulted.
The other thing is industry - kinda mentioned, but not fully. 0.0 everything goes in the corp hanger and the naff stuff is melted to provide new ammo. NOTHING (well almost) is sold in 0.0 except maybe the odd warp scrambler or wcs for several million. Mark up is definately crazy. "Oh look at X - its only 10x the empire price!!!! Buy it now!!!!"
I think people see this and go home to a nice safe empire market to a degree. That replacement ship if you loose that one just isn't on sale. That makes 0.0 even more unforgiving. 6+ jumps to an npc station just to pick up a newbie ship with a no instas, then a 10+ jump to a market is something that even hardened PvP'ers don't relish.
So 0.0 needs a market - but how? Needs minerals and people that will buy. Bring forth the agent runners... a group that will sell low and buy high. Nothing brings in the industrialists faster.
Those agent runners need to be enticed down - sure the removal of choke points would help, but have a path down to 0.0 of agents. lvl1 agents 1.0 to 0.8 space, lvl2's 0.7 - 0.5. Once someones done those beauties they are in a battleship/battlecruiser in general - and have the beginning of a good idea about the game. So lvl3 agents 0.4 to 0.1. Sentry guns make the gates kinda safe. A risk v's reward is very much appearing too. You also guessed it - I think lvl4's should be in empire 0.0 space.
The other issue is research agents. Research not only needs a proper kick - but some thought on the poor researcher using his main (something atm discouraged in 0.0 tbh) From a base deep in 0.0 I have an over 15 jump run to my agent, who demands something which l have back at my base 15 jumps away. I'm one of the few that uses a 0.0 agent... 60 jump round trip each day - not sexy. In any shape or form. Personally I think all those secret npc pirate research labs should really be co-oping with pod pilots alot more...
Until 0.0 offers more for ALL players, empire will be the place for the majority to be. Right now in empire we have more (market, safety, research agents and lots of stations with lots of agents) in 0.0 we have almost none of the above.
Why all that carebear maddnes? Becuase alot of players work full time, during the week we prepare and build and bide our time. When the girlfirend/wife/husband/sheep is watching TV on sunday we become - WEEKEND WARRIORS and unlesh a kinda dampened muted hell on a suspecting galaxy. But during the week we can't - 'cos its a school night, so the odd mission - its those players you got to get down into 0.0
Redistribute the existing features as the stick - then add sexy new gucci toys as a carrot - and watch the stampede down to 0.0.
