humm somehow i don't feel these are good specs:
intel 16 perc 6 char 6 will 5 memo 9
btw I hate PvP, so I guess my question is are these specs benefitial to mining, learning skills, science and manufacturing?
any comments on this are welcome thanks in advance

from the limited amount i know, thats a good starting selection for non pvp chars. at least you will be able to learn skills quickly. i on the other hand, had a memory of 4, which is, well, ****.

Well apart from training ur learning skills no, but then you can get implants which as ur a non PvP they would be a very good idea cos u wudnt loose them very often.
I hear theres a special order in which you can train up ur learning skills to get the most of them but im not sure what it is exactly. I do know that the most important atribs are Memory and Intelegence.

Implants: Implants are very expensive and willbe lost after a podkill, these are the skills you need: - cybernetics lv1(or higher) ---science lv3
These are great attributes to start with, cause they are the base of the other atrb. upgrades, you'll have an easy time rushing through learning, science, industry.

For a mining/industrial/science build, you're doing perfectly. The attributes your currently have low are somewhat more associated with the combat end of things.

when training learning skills, you should do it in this order
1) Instant Recall (Memory) 2) Analytical Mind (Intel) 3) Learning (2% to all attribs)
this is, as far as i know, the quickest to faster learning times. and once you have them to lvl5, the advanced skills in the same order
