What are these numbers based on exactly? CONCORD response time? Sec status hit magnitudes?

Would be pretty hard to calculate it with those variables since there's a lot of non-empire space. ^^

System security status from the eve client database on eve's systems.
There is more then just 0.0 to 1.0, but its not on your map. The true security rating determins what NPC's and ores a system can spawn. In general, anuthing below -0.8 is top turf because it'll have all ores up to mercoxit and have the best NPC spawns and most chance of running into commander and officer spawns. Altho system sovereignty has influence on npc spawns as well, making say a -0.4 in Curse, Fountain, Venal or Stain better for npc hunting then a -0.7 elsewhere for example.
The widespread myth of officers only spawning in these pirate NPC faction regions is exactly that tho, a myth. I've persoanlly bagged officer spawns in regions that have no sovereignty at all.

You, dear sir, have pretty much answered all the questions I've had left about NPC'ing. Thanks a bunch.

The real sec used to once, you would only get duel and triple spawns in -1s along with high ore, its not quite the same anymore, i can show you systems that have true security of -.3 that have better ore than systems of -.9, tho still genrally true because about 18 of the 25 -1s are extreme deadends anyway.

Keep in mind that system sovereignity (bah cba to check how to spell correctly :P) affects ores. If it's pirate sov space it wont have anything higher than gneiss, unless it's in Fountain
Also it doesn't set limits to spawns anymore, to quote tomb "Everything can spawn everywhere". It's only the chances for spawns, a -1.0 is way more likely to have 3 bs spawns than a -0.5. (note that npc spawns are also affected by system sov.) |

Some of the other data is incorrect, but the sec ratings should be correct.
