Simple solution ?
Lock the cans for mission runner only until he picks it up or goes back to his agent and completes the mission. If he wants the cans he takes them - if he doesnt he leaves them and they become space trash when the mission ends.
Easy.
As for ore thieves - work round them, or change activity. If they have nothing to steal they will get bored and go elsewhere.
I used to get ****ed at thieves, but they balance the use of jetcans without either being kicked out of the game. So if you remove one you must remove both. As far as i was aware the original use for large jet capacity was to hold potential drop from destruction of boosted It5 (and NOT for use by miners). I guess that has to stay, so therefore thieves will not get nerfed.
I think the ore theft/miner side is balanced, but mission loot theft is an issue. Lock the cans until mission end or move the mission out of sight of the gates.

i do agree useing alts is a rubbish way to play - and i do thing there should be a way to see whos on that persons account - i just ask for a screen shot or login screen
as for corp theife - dont give acsess to those u dont trust BPO go to corp vote - and vote to lock down a bpo - cant be taken from hanger without a vote - no more loseing BPO use hanger containers put a PW on - oh look they cant steal nothing

Due to the new proposed difficulty increase in missions (namely level 4's) i have a simple solution.
Tractor beams
Basically. You kill the rat, then hit your beam button. You have to decide when undocking from a mission whether to fill your cargohold with ammo, or save space to beam your mods in. Max range of 40km, so if you want to fight at range, you have to sacrifice the chance of loot theft.
The tractor beam would be a high slot module, so you have to sacrifice a weapon bay in order to fit it. This should have been done a long time ago. As for loot thieves, i cant stand running missions in big areas like Rens, as you have hundreds of people in local. Find a nice agent in 0.5 or so, and use them.
You will only have a handful of people in local, and once you get to know them, you will find that everyone keeps to themselves. Loot thieves are rare there, due to the fact that they know they make their money in large 100+ populated areas.

To a newer player doing level 1 or 2 missions, an item or 2 from these loot cans is like winning the lottery. If your already rich and still steal loot then that is probably a bit out of order.

Just to add one voice to "it's fine" chorus: no, don't add more pampering measures that takes us towards safe world of Evequest.
Problem doesn't seem to be the ore thieving, or loot stealing, itself, but the fact that thief can use worthless alt, or hide behind the NPC corps.
So rather than fix anything with jet cans, just allow players to track alt's main char (or all chars played from that computer), and make NPC corps unviable option (like you can only stay in NPC corp while you are below XXX skill points).
Now if someone harasses you, just find their real chars and declare war on them. All problems solved, right?

Simple - move high level agent missions out of hi-sec space. I am mostly a trader at the moment and it does my head in the amount of lag I get at gates due to stupid missions - then word gets around that there is a good level4 agent in a major trade route area and all of Eve descend upon it causing massive lag - then the people doing the missions - creating lots of cans that they don't even bother to collect - complain that us traders and noob miners (often these systems are only 2 jumps from a noob station) are the cause of the lag. Alternatively they could put the agents in one system and then have the missions in a system where there are no stations or asteroid belts - thus reducing the lag.
If you leave your cans unattended then I will take them as a service to reduce lag - most of the contents I have loads of any case and I don't need the money. If someone is near the cans or is shooting then I will leave them alone if not then tough luck.
I am all for open season on mission junkies - us traders and most miners get attacked often enough by players - why not let them attack you for a change?
As for making it a crime for taking unattended or attended cans in keeping with real life - ha ha ha - most agents I have ever done a mission for want drugs, slaves or other contraband in order to get anything decent and most real life criminals get a slap on the wrist and told not to do it again. The only point to agent missions that I see is that it gives you better recycle rates and helps keep your rating low if you are a pirate.
