Absolutely! 4 siege on a Tempest is a travesty.
I use 6X 1400 and 2x assault launchers with defenders. No shield or armour tank. Sensor boosters, tracking computers and Gyros.
You can fit an AB to make sure you stay within your optimal range for sniping fairly easily if you want. The only things that will damage you at ranges of over 100km if you are just facing NPC's are cruise missiles and thats why I fit the assault launchers with defenders.
I have tried and tested this on all the non deadspace level 4 missions and it rocks. It kills the rats faster than my raven ever did and on a few deadspace where you dont get instant agro it works well also.
The only Tempest I have lost is when I was ganked by players after getting flagged for shooting someone by a station which is my own fault for being stupid. If you want to pvp in it dont use that setup

I use the almost the same setup. Only difference is that I use a web instead of on of the Cap Rech's, and a mix of heavy and medium drones.
Edit. I use it against guristas atm, all the regular spawns are very easy to kill (as long as I remember to turn on the tank  )

Ive been ratting in deep 0.0 space, Guiristas rats) in a tempest using this set up.
6x 1400's 1x assault launcher
2x kin hardeners, 1x thermal hardeners, 1x xl c5-l booster, 1x shield boost amp,
5x pdu's, 1x damage mod
DJ shows his true feelings.

Hey guys...
Well .. I find the following good for Blood spawns ...
I usually only worry about the Battleships.. so I dont care too much about the frigates.. unless they are the Blood Heralds... I have a FIX for them though...
Everyone seems hell bent on Shield tanking etc .. well Here is a setup that I find quite good...
Highs... 3 x 1400mm (named), 1 x Nos (named), 2 x Cruise (named), 2 x Siege (named)
Mids.. All Cap Rechargers
Lows.. EM and Therm hardeners, 1 x Tech2 Medium and 1 x Tech2 Large Armor Rep
I kill dual 1 mill spawns pretty easy.. anything that scrambles me ... I launch my drone bay at with the nos, and cruise/torps ... I have all specialisation skills so it aint a big problem...
This works for me....

ok let me preface this with the fact that I just started flying a temp today. my current setup prob needs some work but w fairly low skills it works pretty well

hi's
4 named 800's with emp
4 named cruise
mids
1 named webber
1 named ab
1 named painter
1 heavy cap charger
1 med cap charger
lows
1600 steel plate
large accomadation vestment
med armor rep 2
3 active hardners
7 medium drones
I will need to change to mwd when I can but this works well. The cruise deal damage to all ships while closing the webber helps w close frigs as do the drones, once your close enough to hit with the the 800's you do decent damage and the webber helps also.
Im sure most of you can remember when you first started playing and trying to compete and didnt have the skills/isk to field the kind of uber setups you have now. Most people that post there questions dont have the skills to use all t2 equipment or the isk to afford to buy very rare/expensive items. The question was about STARTING to use a tempest!!! NOT how to use one once your rich and have 10m+ sp.
Not to rant but please when a player asks for a beginer setup dont tell them to use all t2 equipment instead try to help them use what they can!!! Think of equiping in ways that a player with 2-4m sp can use.
And players when you ask questions let people know how long you have been playing so that they can answer your question in a way that can work for you.
