This is maybe gonna look like a whine thread but i wanna like to have some real exact info about the offer system. I have read different stuff lately and a bit confused.
I have now been waiting for over 1-2months for this ship bs offer (600k offer), i've had the 500k offer once but you never get that tag so moved on waiting for the bs offer. Now that time later still nothing. I have now 850k lp by just rejecting offers and doing a new mission.
I've heared people saying that you should get offers from the top 10 list wich i doubt is true since i still get 300k offers.
Other sayd it's between the 30%-100% of youre total lp you get offers, wich is also not true because i once had a 145k lp offer when i had over 700k lp.
If i wanted that offer i would have accepted it, why on earth should i get such low offer while i have that high lp?
The offers i only get are much implants offers now, before i constantly had hardner offers.
On a regular basis also the navy vexor offer like 6 times now 
Now i would like to know how is this offer system based? totally chance based from 0-100% or what?
Since i just wanna move on and leave this system i'm kinda stuck here, i even have all the stuff for the bs offer so i spended my isk on that to get it all in my station so i didn't had to worrie about the timer.
Now anyone got an idea how offersystem is really working?

eh and this means what? it looks how much isk you have and makes an offer of that? looks kinda strange not?
I don't have much isk so dunno how it looks then

He means that - when you are made an offer, it automatically picks one of the ten highest you can afford with your number of LP's.

If that's what he meant, then he's wrong. I get lowball LP offers all the time from my agent that are more than 20-30 down from the best offer I could get according to the agent offers list found at:

On average, I'd guesstimate that the offers I get are for around 2/3-3/4 of my total LP with an agent.

A dev stated a while ago it was using a one out of the last ten method for offers, so I'm guessing that you are just counting offers for other factions etc.

ye i know that's what i thought but look at it:
there are 800k offers wich include 8x +4implants
the ship bs offer
the ship bpc offer
+5 implants x1
+5 implants x2
vexor offer (wich is low 300k)
then i even get 150k armor hardner
some 8 x+3 implants
some wierd npc item offer
hardwiring offer
and so on
K this is something i regulary get  , but there are lots more then that and totally not the top 10 that i get. So how does it work then because it annoyes me a bit to payed all the stuff for the navy ship and just not getting the offer while some friends reach it and just get the offer [:s]

The Battleship offer is 800k now? Or is it 500k? I'm confused.
Also what is the best price / isk ratio for getting cash? Seems like the battleships are really worth going for from that standpoint.

i just summed up some offers, the bs ship offer is 600k, the bpc offer is 500k.
But still i'm waiting ages :/

If you really think its a bug and you should be getting the offer, why not bug report it? More likely to get someone to take a look at the system and see if there is a problem that way.

A lot of people complain about not getting the offer.
Unfortunatly its random... and some might not EVER get the offer  Hell theres people with millions of Lp.... just wait for something better if you blatently arent going to get it

Just to put in here, I'm pretty sure that the 600k LP BS offers are far more rare than the 500k LP offer, just because I know of so many people gunning for it and so few actually getting it. From a cost standpoint, it makes sense that CCP would make the 600k appear less than the 500k.
Although it seems the spread system might be bugged, we also have to accept the possibility that the distribution of offers may be binned, so that any offers that are equal in LPs may be counted as the same offer bin, thus for about 850K Lps you could recieve orders down to around 250K lps. Additionally, if the bins are based on a range rather than a static value, it would further increase the range of offers available (especially if the bin ranges are based on a percentage of your current LP). Thus when the devs say that the agent picks the 10 "best" offers available to you, they might actually mean that they pick from the 10 highest bins. Now as I haven't seen any exact numbers or source code on the offers system this is mostly just observational speculation.

I have gotten the 600k offer around 8 times now.
But i want the 500K offer, never seen that one

Got my 500k offer. Managed to secure all the tags required as well.
The required tags for the Gallente Navy Mega is;
Cost:
The agent is requesting the following as payment for the item:
one unit of Cormack Vaaja's Tag
two units of Serpentis Diamond Tag
one unit of Shadow Serpentis Diamond Tag
one unit of Shadow Serpentis Platinum Tag
500000 Loyalty Points
I would suggest you find out what is required for your 500k offer and then start collect tags before you get the offer, because some of the tags is rather hard to come by. The tags cost me about 400 mill all in all to aquire.

hey,
I bean working for a True power agent anouph to gain over 1,100,000 Loyalty Points, i never get a faction ship offer, but still geting some nice 2X implant lvl 5 offer, at 900k and more. But i'm wondering , is it mean that now that i pass the 800k LP faction ship offer, it is too late and i will never get the faction ship offer anymore?

i petitioned, and they told me its just random and everything is working fine. just be patient. So in other words, work your ass off, and that is no guarantee that you will be rewarded. That is the kind of game i have been oh SO enjoying.
