When I had a tempest I would run:
High:
6 x dual 650's, 1 heavyvy nos and 1 heavy neut.
Mids:
Lif Fueled Booster, Heavy Cap Booster and 3 tackling/painting mods depending on the fight
Lows: Large + Med Armor rep, 3 hardeners and a gyro II
Worked pretty well for me.

I dont have any "t2 mods" except for damage mod(s), cause i cant use t2 large guns.
