Just wondering what is the best race and subrace to start out with in terms of starting attributes. I know that Perc and Willpower are important but how about Intelligence?
My character is Caldari - Civire started with good Perc, overall my char is pretty even
Int - 8 Per - 10 Char - 6 Will - 7 Mem - 8
Would Int be more important than Mem?

I'd go for three of the extra points on perc and two on int. Willpower is secondary for almost everything, so better go for perc. Same thing with int and mem... int is by far better, so get more points in there. Mem is only useful to get the normal learning skills to lvl5 and a few droneskills. my 2 isks.

True but a perception willpower, power combo will allow you to max out gunnary skills very quickly, and also are key for command skills and T2 ship skills.
Intel is also a primary for engineering skills so are useful to make sure you can keep everything running peachy, that said they are more high ranking gunnary/missile skills then engineering electronics skills worth bothering with.

Those attribs arent bad at all.
Intel will be a bit more important that mem in the long term.

I agree with you if you're looking exclusively at gunnery and starship command. But i'd say you're still looking at 1M sp in nav, and about to 2m each on engineering and electronics. Add at least 500kish in mechanics and secondary for learning skills... then again I like to have the option to fit jammers, dampeners, RCU T2's and whatever.. but if you're going for a pure damage approach, then you might wanna follow Jim's advice though. Anyway, gl and see you ingame.

and if you have 3 in charism an 14 in willpower is it a problem?

no char is only needed in social i think. Maybe drones as well. but no many skills go into char. Willpower if needed for gunnery, missiles and ship skills and also many others,. -----------

For Pure PvP with no leadership/command position, you should be able to drop your Charisma to 3, giving you 6 more points in other stats.
Play around with the races and professions.

There are 8 subraces. 5 of them have a minimum charisma of 6. 2 have a minimum charisma of 8 (Gallente & Amarr Ni-Kunni.) Only pure Amarr has a minimum charisma of 3, and then only if you choose +4 willpower. Also, pure Amarr has horrendous perception, but does have huge willpower to compensate for it. Anyway, it's unreasonable to expect people to have 3 charisma, since only one possible choice can have it.
Brutor would have all-out best perc/will, so is probably the best long-term PvP character, but with horrible int/mem as a consqeuence. Can't have everything.
