The Interstellar Starbase Syndicate is open to all small and medium sized corporations interested in maintaining independence while gaining the benefits of participation in an alliance at the next patch.
Benefits include: - Alliance in-game chat channel - Single point to set standings - Increased War Declaration costs from Enemies - Visibly claim systems (shows on sovreignity map) - Reduced POS fuel consumption for claimed systems - Conquerable Stations (Outposts) cannot be taken while you control Sovreignity of a system.

The detailed objectives of the ISS is achieve the following: MEMBER CORPORATIONS POS Fuel Bonuses Allow members to attain the 25% reduced fuel expenditure bonus in claimed systems through membership of the ISS alliance structure and at the same time avoid being embroiled in recurrent Alliance wars.
Access to 0.0 Space The ISSO is to establish agreements with agreeable Alliances for ISS Member Corporations to gain access to 0.0 space both for POS Industry as well as mining. The terms and conditions of this entry will be different for each alliance region.
Member Corporation Guidance Assist member corporations in determining fair prices for minerals and T2 building blocks. This is to avoid that new/inexperienced POS owners undercut the market prices.
Internal POS Materials Market Enable Member Corporations to maximise their profit by co-ordinating Moon Mining, Simple and Complex Reactions right up to Item Production
Military Support This will be acheived through the ISS Task Force. Many POS owners have no where to go when their assets come under attack from pirates. The ISS TF will provide a service to ISS members in the form of timely, military assistance everywhere in the galaxy in case of a problematic POS siege.
ALLIANCES Complete Tech 2 Production Chain in-Region By seeding 0.0 with purely industrial POS, Alliances will have a ready supply of Tech 2 components on site, where their operations occur
Active markets Increasing population levels of industrial pilots and corporations in 0.0 regions will provide both a market for buying good and services at your outposts as well as a capability to meet your alliances market demands.
Non possessive industrial assistance Through being an independent network of industrially focused corporations, the ISS offers alliances what no other group can - independent industrialists, separate from politics and no threat to your alliances ability to control the region. |

Very interesting concept, I'm considering bringing it up with my corp.
The problem, however, is I don't see how you can ensure that when a host alliance falls, as they often seem to do these days, the marauders aren't going to treat you like any other member of the enemy alliance and bring a dreadnaught to your station out of bloodlust. You'll need previously drafted agreements with almost every alliance in existance today and tomorrow to make this any more valuable than simply joining one of the current alliances.

However there are a couple of possible +ve scenarios: - The new inhabitants may well like to make a new deal to benefit from the established existance of the ISS rather than just destroy it. - If The agressors were already benefiting from the ISS in their region, then it would be count-productive to strike the ISS in another region
The benefit over the ISS when compared to simply joining one alliance is in: - The alliances may not accept corporations of your type - Providing flexibility for member corporations to choose (albiet limited choice) which part of 0.0 to operate in - Flexibility to change regions - You are always welcome to leave the ISS and join the alliance claiming the region once you get to know the locals - You are not politically affliated with the regions directly, meaning you are essentially 'neutral' in politically motivated wars.

it looks very attractive, nice goal etc. But it depends on if you are able to get a deal with an alliance which occupies a piece of 0.0. Any progress there?

Very true We have plenty of progress. We prefer to reserve the news for our members at this time, but we will send out a press release when its appropriate.

Hi, Do you only allow corporations with a POS to join? Can I ask why you wouldn't consider an application from a small corp without one?

You can join us without a starbase, but we ask that you have one within 6 weeks of joining. The reason being that we're trying to keep our eye on the ball, business wise 
That being said, we do have a couple of corporations who do not operate POS, but fill out certain strategic roles in ISS (fx. ICE-mining).
