THIS IS A GREAT IDEA OVEUR!
Ok so a couple things that to date really confuse me:
1) How is it that missiles and guns can fire through asteroids?
2) How come asteroid belts aren't bigger?
3) Why aren't there more NPC "bases?"
I would deffinetly have to suggest that every single asteroid belt should be a place of tactical advantage. For example, I should be able to fly into a belt, and "touchdown" on a large asteroid and turn off my ship's main systems (think Star Wars Episode 2 when Obi Wan is hiding from Jango Fett). My camera drone is of course still active, therefore I can see when someone comes into the belt. However, because my ship is powered down I don't appear on his overview (this is not to say that if he used his scanner he could not still find that I'm in the area). The only other way that he might see me then is just by looking. I then can opt to turn on my ship, or hope he does not see me, lock, and open fire. If/when I decide to turn my ship on, I will suffer some kind of penalty (sensor calibration time, so that it takes me twice as long to target). This could give people an awsome chance to set up ambushes; or on the other hand it could give people a new way to hide from attackers. I think this would be a great way to expand combat possibilities.
Asteroids. Huge hunks of rock floating throuh space...they are solid right? I mean, I can't fly through them...so why can guns and missiles go straight through them? I think that you should actually have to line up a shot to get to its target. Likewise, missiles would have to go around these obstacles decreasing their range. Now, I know some of you will say that this will overpower missiles. I disagree, I think that it is a great way to even out missiles and guns. Now, likewise ships somehow do not matter in line of fire. But...shouldn't a giant raven be able to block the shot from a ship above it firing at a condor below it? Shouldn't people in smaller ships actually be able to hide behind the bigger ships?
Everything around us in the universe should be able to function tactically. This would also cut down on the "blob" warfare as people actually tried to assemble tactically to take minimum causalties.
Now, as far as other places to go is concerned. I think that he idea of having nebulas would be great. It could cut down your targeting time. A unstable warp portal that has left a rift in space and created a warp storm could have all sorts of randomly generated affects. The storm could suddenly affect your warp core and you can't warp out for a short period of time; it could begin to drain power from your shields or capacitor; it could begin to bend and weaken armor or structure; there could be sudden blasts that would cut down your speed; but, there could also be possibilities where the storm would boost your shield strength or harden your armor to make it stronger! These things could randomly affect different ships in the same nebula at the same time. But, we could train skills to diminish the affects of the nebula (the diminshed affects would be for both positive and negative affects).
Bases. We have hundreds sometimes thousands of NPCs going through a system each day. Maybe we should be able to warp into a belt (hi sec and low) and visually observe that 200KM away from the center of the belt the pirates seem to be building some kind of outpost. We then can assault these bases to gain standings and obviously loot and isk. Destorying these bases would be more necessary as belts where these were being built would be more prone to NPC assaults on miners. This would probably lead to more people actually ratting in NPC belts. But this would also mean that miners could be safer in belts farther from this location. And of course, NPCs would have to be sending haulers to these locations to supply them with materials, which would give use a chance to hit convoys coming through space.
