First; Where is it? Planetary rings (rocky bits, roids, dust, clouds and so on)
Why would someone want to go in?- To hide from someone/thing
- To ambush someone/thing
- To meet a 'in space' agent that is hiding in here for whatever reason
- He is in a more maneuverable+fast ship and wants to use this to get ahead of a persuer and then warp off, leaving them behind
Why would someone want to follow this guy in?- He's setup for a close-in encounter (think persuer = Deimos, hider = eagle) which gives us the advantage.
- The magnetics of ferrous materials in the rocks mean his opponents sensors will be dumbed (more)
Disadvantages- Sensor strength nerfed inside due to dust, small particles and magnetic fluctuations (spinning, iron containing roids, clost to planet, etc)
- Max. Scan (as in 360¦, 180¦ etc) range crippled (100 or so km tops)
- Particle beam weapons (tachs, megabeams and the like) less effective (due to small particles obstructing the beam)

Second; Where: Ruined titan wreck
Why go?- Gather data for an agent mission (think module activated + certain 'structures' around the environment locked = 'special' data sheets in cargo.. like mining but you can only take one type of each sheet .. say you have to collect 4)
- Kill the rogue drones that have taken up residence there. Some might be quite nasty, if you venture too deep
- Meet an in space agent with a special mission of some kind (read; "get me the hell out of here for 5,000,000 ISK *insert passenger to cargo*")
- Gather rare/special/needed items that you can sell or put together into something cool
Why follow a guy there?- To help him in the mission. If his sensors are pwned by some ECM fluctuations from the wrecked titan powercore, you'll need to slap some remote sensor boostage of a DIFFERENT flavour on him
- To attack him where he is beyond CONCORD's protection (also kinda makes them become something player pirate groups could set up in and 'claim'. If they can put up with teh rogue drones... Ofc pirates who use ships not affected by the "global ecm" emmitted would be better off.)
Downsides?- Certain sensor types WTFBLATTED to 0 (even if boosted) so you need a backup of some other type
- Nasty rogue drones (deeper you go, nastier they get)
- Risk of player pirates bbqing you and taking anything you may happen to have 'earned' from the environment
