I donĘt know if I hit what you were thinking, but there are a few ideas that came to mind

Or..
Electronic Storms. They give you 200em dmg every 20 seconds. Thermonuclear Storms. They give you 200exp dmg every 20 seconds.
Could be used as a sub-nebula type? :P

COMET Cloud.
The environment is inside a comet tail and you receive constant dmg from the pieces it leaves behind, not suitable for cruisers, frigates or anything below.

Hyper Gravitational anomaly.
The gravity is so huge that bigger ships than cruiser cant barely move. Frigates and cruisers get panalized in here with 5% speed and 10% speed respectively only. Anything bigger will malfunction and only the warp drive works to take those ships out. ---
