Tactical environs....
Bear with me as this may seem painful...
1) remove bookmarks from the game, yes please read on....
2) make all gates have 8+ powerful concord guns (regardless of sec status) (force fleet combat away from gates), give more sizes to tractor beams (range power etc)
3) do pretty much everything listed above for environments - it seems to me that tactical environments only make sense if you can make events worth doing AWAY from gates. if combat is made to be VERY hazardous to do at gates (read here wtfconqpwnd) then....
a) terrain modifiers make sense (sensor dampening fields, power drain fields, acceleration fields, communications dampening fields, null AB or MWD fields, hull deterioration radiation, colloidable objects, wormholes (einstein-rosen bridges), anti-eve locals(mirror universe), heck monsters etc), as ppl will seek out actual IN system locals to fight in since gate blobing is now over
b) formation flying can make sense, as u MOVE thru the tactical environment to locate, assess, deploy, intimidate and engage the enemy (wow actually using all the ship classes might make sense)
c) scouting exploration, investigations for new missions or cosmos events or general PvE makes more sense
d) "hidden" mining trading etc locations can exist (another use for scan probes)
e) entirely new POS locals can exist with terrain modifiers considered (entirely new tactical uses for pos), pos mining comets, rogue moons, derelict bases

"commander scout1,... running down field from warp in at comet field 150km below no contact, visibility variable, line of sight 50km, flight drift is towards the comet tail" "commander scout2,.... running down field from warp in at comet field 150km above, had contact with what seemed to be a BC class ship, didnt have contact long enough to determine more, lost lock after 5 seconds at range 75km, pilot showing in local as PLAYER1 (note here if u cannot lock the target then all u ever see in local from non gang members is PLAYER###)" "commander scout3,.... on station running down comet axis, currently cloaked but taking some armour damage from debris. had a contact at 100km but lost it. was an apoc, pilot called JOHNDOE (linky in gang chat)" some time later.... "heads up there is a geddon emerging from the lower side of the comet dust cloud.... heading into the cloud for cover will advise when 40km down field, will pop out for a look see.."
I could see the actual terrain requiring fleet combats to be HOW u use the fleet, now so much HOW the fleet lag is less than the enemy fleet lag.
