OK so I have around 300 in metal scraps. Figuring how much space they take in my cargo hold when trying to transfer them to my station bay they should recycle for a nice amount. But I can't recycle them as I can pretty much everything else. Then I see there is a scrap metal processing skill. So I go the month long process of getting the preregs for it and after training it up I still can't recycle metal scraps with scrap metal processing.
Am I the only person that finds this illogical? And if I am missing something please fill me in.

scrap metal = trade good
trade goods cant be refined.
the skill is used for refining loot other then ore

metal scraps are a comodity like electronic parts and quafe, as such you cant refine them.
The scrapmetal skill actually refers to refining modules, ammunition, ships and other junk.

ok so what good is metal scraps? No one buys it. So it's not much of a commody.
And I have just got to ask why can't we recycle all goods? Particularly ones like metal scraps.

I think its used in agent offers from time to time.
Though there indeed arent any NPC buy orders for this.

ROFL, That's too funny.
Sorry I'm laughing with you, not at you. I agree it makes little sense, but you'll be glad at some point that you have taken the time to learn Refinery Efficiency 5 and Scrapmetal Reprocessing. Don't think that you have wasted skill points, because it WILL pay off in time. Run yourself a weekend's load of agent missions, collect all the loot, refine it, and that skill will have paid itself off several times.
And, yes, the Metal Scraps are used in some agent missions, mainly they are a commodity, which means they are in game as a trades good, as a means of making ISK other than fighting or mining, etc. You haul lots of them around to places they sell well and make some cash.
