Just to reply to the OP, I'd have to say that you're under two mistaken impressions here.
First, that 15 billion for a BPO is something a single individual is offering. While it's not inconceivable, it's most likely someone with an entire corp that's extremely active, backing him up.
Second, your making the flawed assumption that 15 billion isk can be acquired with no effort. I've been playing this game since launch, and have managed to maintain around 100 million isk in my wallet for most of that. I'm pretty sure those with over 10 times that amount have worked harder for their money and spent less than I have. It's not a thing that can be gained by doing nothing, they're out there hunting or mining their nuts off for it.
The fact that the vast majority of EVE does NOT have a billion isk in their wallet tells me the current ISK sinks are working perfectly.

I think research agents should produce more BPCs and not BPOs. In fact, I dont think BPOs should even exist in the game.

As someone who tried out the tech 2 research process and then completely disregarded it as a waste of time (I have an agent out there with thousands of RPs, but never got an offer), it's pretty cheezy when someone can start it tomorrow and get a bpo within a week, putting in zero effort.

I like the concept. I really do. Adding an element of chance to something like this works well. But cheezes me off is that someone who puts zero EFFORT into boosting their chances has a chance of getting a BPO at all, compared to people who focus their efforts into research and do the research agent missions.
In my opinion, people who just start a research agent and never do anything for them should NEVER get a reward.

apoc +8 pulse+multi+ultimate tank setup = solo most lvl 4's
Yeah, RIGHT NOW. He's talking about post-patch. Though I'm not sure what level 4 mission tweaks they've done to beef up the toughness factor, so you might still be right :)
