I think they should be player controled police, acceptence sbuject to sec rating, would give people with less money who r sick of mining and running around for corporatoins something more interesting to do. They get msgs about where people have been attacked and by who, so they can hunt them down. And can attack player pirates with no penalties. But also no bounty to even things out. But can also emulate real life as it can and probably will lead to corruption in the police force. Which is quite handy if you have a cop in your back pocket when ever you need to attack someone whos ****ed you off. Say when someone steals your cargo. A quick backhand to you local cop and you can blow the guy away without worrying about being attacked by the police force

You paint a very pretty picture, But it is open for use by griefers and then what fun would it be.

If players want to run their own police force then make a rival corp to concord and form your own police force. Sure it will take work but its doable.
Maybe when player controlled stations/systems etc appear you could charge them for policing their areas as well.
Just a thought.

I don't think anyone can rival Concord. Concord doesn't require intelligence, they just spawn in automatically knowing whats happening. They don't use ammo or energy. Lastly they have better ships than players have access to.
Players in Concord would be interesting. They could share a gang with a NPC Police Commander which group warps them into areas when laws are broken. If they don't follow orders they take a sec hit. IE sitting afk in a firefight or neglecting to target threats and open fire. Sitting in a station for too long would constitute for free-time and you wouldn't get paid. Lots of possibilities with this idea wish someone would run with it...but this will take months of beta-testing im sure which means months of grief for the common players such as you and i...
