Don't you know that bounties are really a measure of how cool you are in EVE?
Rock on Rancid, 25M is 23.5M cooler than me.

Rancid, I wouldnt go whipping it out in here mate. You pod killed me last night, which is cool, I wanted you to. I was the pilot in the unarmed shuttle. Funny thing was, I expected that with so many of you and drones too, I would last about 5 seconds. Seems I was wrong, it took you well over 1 minute to kill an unarmed ship, plenty of time to find out what ships you all fly. Funnier still, you wasted time warp scrambling me, when i wasnt even moving! goons! The only info more useful than the ships you fly is the fact that you cant be hitting for above 20 damage per shot. mwahahaha

Sounds like there was something else involved.
Be it Can flagging, true 0.0 (0.0 it not necessarily safe, for example KARAN is 0.0 but its EMPIRE 0.0)
if they are +5 or higher in Empire (0.5 - 1.0 ), They are still subject to the same rules, Concord Will go for them if they break the Player Shooting rule.
Had they Podded you , in High sec space, they would take a security hit, and it would be noticeable immediately.
