Exactly correct Cosmopolite.
But consider this, those who are winning or are more powerful do not have to make "eminently sensible" decision involving the withdrawal and relocation of assets. By the very fact they have to make this call to survive, be that to later attacking the Khanid Kingdom or simply trying to escape the pounding of the various pod pilots and the mighty Imperial Navy the fact remains, Omir has called a tactical withdrawal. That means he is losing, I don't hear the Empire calling for a repositioning of assets into "safer" territories.
Also if the Blood and their Cults of Pod Pilots think they will be safer they should remember two items.
1. The lawless space means Concord will not protect you, every mercenary and Amarrian loyalist can shoot at any one of your small corporations with impunity. They can camp and gank and assault your vessels with out losing security status or their ships. Even the Blood Vampires corporation that claims to be non-violent will be a free and easy target.
2. Lawless Space Alliances are much less lenient of interlopers and "neutrals" than Concord and the Amarr Navy. Not only ill their vast fleets pulverize those whom they dislike, but the pirates that infest the trade ways will undoubtedly turn upon you, rather than face Hardened alliance Battle-fleets that can sometimes number in the hundreds. And since the followers of the Blood Raiders are little more than pirates them selves, why I doubt they will be able to resist shooting at Allaince industrial operations and vessles, thus bringing even more wrath upon themselves.
We will see who the true loyalist are by those that move them selves with the Blood Raiders compared to those who make any excuses for not following their leader. The traitors to their cause, those most mercenary in their ideology will turn against the Blood raiders or simply stay put under the protective sanctions of Concord. The true followers will go with the Blood Raiders and like Chaff blowing from the Wheat we shall see who is a real threat and who is merely a "Sunday Terrorist."
