Why isn't there more ransom pirating you may ask? That's easy. The only way to pirate at gates and stations is to lock fast, kill fast, get out fast. That or snipe (both are ganks and not fun imo). Neither encourage or even allow ransoming opportunities. If your solution is "don't pirate at gates/stations" sure I'll be waiting at planet 4 in Nema for the mad rush of people that visit there all the time.
24 hour flag I could handle, the 15 minute one we have now is a joke. Kill someone, safespot for 15 minutes, go on about your business. Make it 24 hours, sentry's and stations non agressive to the flaged person, and you may create a bounty hunting profession. Hell, if the pirate population goes up I might would take up bounty hunting.
If you don't damage someone then the game mechanics shouldn't damage you.
Scrams & webs should flag you to other players, but not to npc response.
If your 'customer' doesn't pay you choose to let them go or blow them up - but as soon as you fire the sentries are going to mess you up.
You can make it concordokenable in 0.5+ for all I care to prevent people griefing people at gates by slowing them for no reason.
Same should apply to jammers and stuff.
If someone sees a sniper at a gate they should be allowed to jam them without sentries attacking - they should still be criminally flagged to players, and the aggro timer would apply to gates / stations, but at least you have a 'non hostile' option open to you.
EDIT:
If you make damaging module activation aggro sentry guns and concordoken, but non damamging ones concordoken only, that would have the desired effect.
