I just got killed while solo mining in a 0.5 system.
I understood that you could only be attacked by players without concord saving you if you were at war, in the same gang or in the same corp.
Given that can someone please explain how he was able to kill me and get away unscaved? because if the rules have changed then I missed the memo and need to know.

not to my knowledge, I was just mining in a barge, I don't think I even had drones deployed

bolded the important part, concord doesn't save you, it just takes revenge for your death.

theres plenty of time in a 0.5 to gank a mining ship before concord intervenes think its something like 20 seconds maybe more

Not getting killed by concord is an exploit, so highly doubtful. Concord takes a while to show up in .5's so either the op warped away before he saw concord arrive or got podded before and just never saw his attacker explode.
-edit- since im bored reinstalling windows i looked up the kill and yes his attacker did get concorded.

thanks for those of you who clarified without the sarcasm.
It has never happened to me before and years ago concord always seemed to respond near instantly.
But, now that I know this is not the case then I know to change how I work.

Concord response times vary depending on the sec level. In 1.0 an 0.9 it's almost instantaneous, in 0.5 it's 20 odd seconds.

CONCORD does not protect victims. It provides consequences for villains. If you fit your ship correctly, these consequences will - not always, but quite often - occur before your ship is destroyed. Tank your ship well and fit combat drones. If you really want to have a little fun, Google-search and fit a "bait Procurer," purposely set yourself up for ganks and then watch the bewilderment and growing panic of your enemies as they suddenly find themselves pointed by a mining barge they inexplicably can't kill.
No, seriously, try the bait Procurer. It is literally the funniest thing ever, and almost no ganker who hasn't already encountered one understands how they work.

You need to put some tank on your barge, lots of gankers about these days. Also set drones to aggressive, that way you at least get a KM.
I am very curious though if CCP keeps an eye on how often people are cycling alts to do this. It would be really nice if trial accounts safety's were locked to on. if you want to be a ganker.. you need to suffer the long term "benefits"

Actually don't set drones to aggressive, because if your drones attack then it becomes "consensual PvP" and CONCORD won't show up at all.
If you're just looking to get away, ECM drones can't be beat. They don't always work, but they add a random element into the would-be ganker's game plan, and they can't stand that.

mmm I think you wrong here, haven't mined since the changes but I have an alt with a KM from a similar experience, he however survived and got a KM.

Concord takes longer to show up the lower the sec is, as others have mentioned. It's also possible to further delay concord interfering by making them spawn somewhere else in system first, that way the existing concord warp in instead of a new batch spawning - which adds a few extra seconds. |

Concord does not save you, it simply punishes those who commit a crime against you. It still takes time for them to show up, and your completely untanked mining barge takes a lot less time than that to die. |
