As an addendum - that functionality could be expanded to create a "campaign contract", which would be a series of battles over every district on a given planet, thereby giving militia corps the opportunity to hopefully create a "hotspot" in support of the space assault.

okay, yeah. that needs fixing. Failure to fight should mean automatic "you didn't bother to defend it, the district is taken effortlessly" and a payout of ISK (but not SP) for any DUST merc who took the attacking contract. here's an idea then - district reinforcement. EVE pilots can reinforce a district by spending militia LP at the satellite of any district that is currently held by their own or the allied militia. If they do so, the defending team get to start play with all the objectives, CRUs and other such hackables under their control, and gain bonus ISK and salvage just for showing up. Nice little bit of cross-platform gameplay there. Not sure how much it should cost and how long it should last though. Cheap and only one battle? Expensive and only one battle? Expensive and indefinitely? Not sure.
That doesn't resolve the problem of the attacking corp chickening out when they see who they're up against (especially knowing the advantage the defenders are going to have), but it's probably a big enough incentive and advantage that the defenders will fight even if they're up against a scarier corp. That done, you can have an automatic district-flip if the defenders fail to show up, and the LP is wasted.
