It's been talked of so many times.
The cloaky locks down systems. Over and over again. They are imbalanced. The damage they can and do, far outweighs their possible personal loss when they are uncloaked to do the deed.
It's time this was sorted. It seriously screws with enjoyment of the game for far too many players.
The balance is the ability of players to have the definitive ability (if proppery fitted and trained) to actively find the cloaked player before they do something. Would you put a revolver to your head and play Russian roulette? The sane answer is no. Yet the cloaky sympathizers are effectively saying players should do so. The majority of players are sane, so they dock and or log day after day. How is this good for gameplay?
I agree this should take skills. But it should be readily doable.
It's so completely wrong that an inactive / afk player can be effectively invulnerable to active players and only vulnerable AFTER they have done the damage.
Two suggestions.
1) Old idea... high tech / skill destroyer that does what destroyers do. Find & detect subs. Or in this case, cloaky's.
2) Random thought that popped into my head... A command link that increases the scan strength or whatever of combat probes to make finding and dealing with them more doable. If the cloaky is active and see's the combat scanners out, they can bounce about to their safes or log off themselves. If afk, they are dead. Seems like balance to me.
Sort this **** out. Give us the realistic options that will be used to ACTIVELY play the game. |

What would you do if local did not exist? You would take precautions so that you could gtfo if you needed to.
Local gives you an edge, because you know how many are there. If theres one, and nothing on Dscan, its cloaked. Stay aligned and watch local for spikes and Dscan for incoming ships. Solo mining now becomes iffy, but still not impossible. Fit a multispectral ecm in a midslot, you can get away from everything but a falcon that way. Even then, you have a fair chance to gtfo before you get locked, especially in a nano skiff, mining at 800m/s for lols. You can also try to mine grabs instead of belts, save them till your not alone or with trusted company. When.you see probes, you know your not alone and their not afk.
In short, your FEAR is the enemies weapon. Grow a pair or mine in highsec.
As for exploration and missions, of you have an acceleration gate, your fairly safe. Drop a can when you hit the landing point and it will decloack enemies, not to mention they will decloack after using the gate too. So watch Dscan, use safe points. Watch for probes!
So, grow a pair or go back to highsec! MODULAR DRONES

I'm getting sick of it as are other players who I'm watching give up on the game because of this crap. Can't find them, can't fight them, but you can die to them. Yay.

I agree, it hurts only the small alliances and groups, huge alliances and coalitions are not affected by being able to repel any kind of attack on a moments notice, and because they have so many players they can and usually do have a large amount of afk cloakers in other systems to get easy kills or to grief.
I think it needs to be changed as well, I think cloaking is fine but when somebody can effectively shut down a systems operation for 23/7 just by logging in and cloaking, game over system is now useless |

What? gate camps, you have a very fair chance to mwd/cloak out of bubbles, unless you have **** for internet, they wont lock a cloaky, granted there is a small chance they can uncloak you before you get out of the bubble |

Nullbears that dock up and log off rather than adapting to the situation!!
Dealing with AFK cloakers is not very hard... you just have to be smart... --- Use a BC to "rat"... it's not very blingy, it doesn't cost all that much, and they can fight back... --- Fly in a group... Several ships can shred most recons... especially if they are stuck in place for 30 seconds... --- Move to the system next door... --- Stop sucking!

Yes switching from 35 mil in bounties + about 30mil in salvage every 20 minutes to

How much of your bounties would it take to convince a friend to fly an ECM ship as cover? How much of your bounties is sacrificed by ratting in the system next door? How long do you have to rat before you pay for your ship with the bounties you make? (you could look at ship loss as just part of the nullsec earning line).... |

You forget the other options, (jump cloning to hisec or pvp area)
also, if I start ratting afk cloaker comes back to keyboard (while after 5 mins or 5 hours? who knows) then sees wrecks on overview and sets up the logistics for possibly a cyno in (or roaming fleet)
Lets sey he kills my bc, not only did I lose a bc, I also made it worth his time to camp the system.
It is simply better to let him afk in an empty system because he will eventually get bored and leave ```` |

Seriously... I realize they are a PITA.... I realize they hurt your isk/hour... but they are something you just have to cope with...
And why on earth would they cyno in 5 carriers? What are you ratting in? A carrier?
It's bling that attracts these people... don't fly bling, and it won't be worth the effort for them to AFK camp your system... If they are still camping you when you have drakes roaming about.... then they aren't there for the kills... and they are winning just by prevent you from ratting...

ok I (a peon in my alliance) will somehow organize a counter-hotdrop, and have everyone on standby just for the possiblity that the afk cloaker is at his keyboard waiting for me to start ratting..... do you see how unreasonable that sounds.
I dont lose alot of ships ratting because, I pay attention. I have to pay attention to local to rat in nullsec and if I get up pour a drink or deal with a real life emergency I know that chance of me leaving my computer for just aminute may result in my demise.
I am content with how the system works right now, (I would just have a better game experience if I afk cloakers wherent so prominent) |

I am not the op, I just happen to think that afk cloaking is too easy of a way to disrupt operations, risking virtually nothing to cause so much grief seems unbalanced |

then it sounds like ur entire alliance doesnt deserve to be there, they should be prepared to protect their assets (including their pilots). u line their coffers with isk, so if they dnt protect u, find an alliance that will. that is not unreasonable, thats teamwork.

so paying attention and hiding in caves is all u need to do to live in the most dangerous space in eve? hold the phone! that sounds much more exciting than players having to work together and physically defend their assets.
really, a covert group should be able to sneak behind enemy lines and attack any exposed link in the isk chain. But, since they cant because they can always be seen coming, afk cloaking is the best way to gimp an enemies isk income. its an alternative to attacking supply lines |

I understand you loathing of AFK cloaky campers... In truth, I consider it a lame tactic too... And if the issue of "using local chat as an intel tool" ever get's resolved to not be so in favor of you "getting safe" the moment a neutral enters system, I'll support anti-cloaker technology (in my opinion, a new combat probe that allows you to scan down a cloaked vessel and warp to them would be acceptable, as long as it took 40-60 seconds to complete a scan so it can't be used to catch active pilots, nor be used to decloak cloakers traversing gate camps!). But until local being used as an intel tool get's a nerf, I just cannot support anti-cloaking technology... The two are coupled... and if you add anti-cloaking technology and leave local as it is, you end up with completely safe systems and game mechanics that result in a too safe nullsec! |

Cloaks do NOT lock down systems. YOU DO. You choose to allow the hypothetical 'What ifs" to dictate whether you play the game and continue on with your life, whether you lock yourself in your basement or go outside.
Lets ban War Decs because some CEO's tell their entire corp never to undock. Because they might be killed by War Dec.
Essentially it is your over reaction that gives power to cloakers. Your inability to comprehend and out think your opposition. The entire premise of cloak ships is to act in an assassination fashion. To selectively choose targets and dictate the engagement - At the same time these ships are extremely vulnerable to regular military forces. You choose to rather evade the target and not play, rather then actually taking action to bait and destroy them. |

There's been an AFK cloaker in one of the systems I like to rat in for about a week now.
I went somewhere else and got on with it.
There's one ion the system I like to build in too.
I ignore him and continue to do my thing.
If I rat, I use a BC or a HAC. Cheap enough that they'll pay for themselves in a couple of hours. Sure, I COULD use a 3bil+ vindicator for 50mil ticks, but why bother when I can spend less than a tenth of the price for 30-40 mil ticks?
You're in nullsec. Anything you undock in is already dead. Don't fly what you can't afford to replace twice over. |

Well here is a pretty fun fact, your mining? Great! Okay. Align out, while you mine! Use a Procurer [maybe even add warp core stabilizers]. You see, if its a manticore, you can actually kill it with your procurer using drones. You also have a substantial tank to literally tank him. Arazu? Rapier? well once they uncloak they have a 5 second re calibration time [At max skills] which gives you time to warp away. If they are warping to you uncloaked you may pick them up on D-Scan.
Man, surviving is hard!

Someone who is AFK and cloaked up is not a threat. They are merely a potential threat, and the continued calls for a nerf to the ability to cloak up and be AFK is simply a symptom of cowardice, which is not a problem CCP can solve.
Should you wish to claim I am one of the perpetrators of this very effective form of psychological warfare, please note that I live in a wormhole. People being cloaked up is a way of live for me, and unlike cowardly nullbears, the only way for me to know when someone is watching me from 300km away behind a cloak is catching them activating a hole or getting shot at.
Put on your big boy pants and don't let the psychological warfare get to you. If you want to play a game without risk, you don't belong in EVE. If you want to play EVE, you need to accept the potential risk of people who choose to sit in space, AFK and cloaked.

And the reason why people can be 'safe' in a POS is because they took the time to build it. And yes, someone can destroy it in under a couple of days. Therefore, you aren't truly safe in a POS like you are cloaking.
As for my personal opinion, I don't really like the idea of being able to scan down cloakies, at least without half an hour or an hour of scanning work. There are legitimate times to be AFK, I have ran away from the computer to help a family member many times and lost ships because of it. So, if it were possible to scan them down, it should be difficult enough to render scanning even the most semi-active pilot nearly impossible.
I still maintain that being AFK isn't the problem. They should really log out when AFK, but that's their choice. Being AFK is the engine and having an infinite, un-scannable, un-traceable cloak is the nitrous oxide. |

the chances are still higher than being killed by a cloaker while he is cloaked...this goes double when the cloaker is also afk.

u cant fight null bears either. the moment they see u in local they cloak, warp to POS, dock or log. no cowardly carebear was ever attacked by a cloaker, because they always bail out the second they enter local. the only carebears that have been attacked by cloakers are the ones with the balls, organisation and/or stupidity to stick about.

alt-f4. then log back on from where u left. it wont work in the middle of a fight, but at least if ur outside an active engagement ur ship will be safe.

i think ur misunderstanding that cloaking is used to scare null bears into not ratting, therefore disrupting isk flow into enemy alliance coffers. ur right that afk or not is not the issue, but i think ur missing why its done, so i slipped that in there. Think of it as attacking enemy supply lines, considering that enemy supply lines cannot actually be attacked in the current iteration.

on one hand, we have null/low players complaining bitterly that 'highsec is too safe, no risk vs reward' on the other hand, we have null/low players complaining bitterly that someone can cloak in 'their' system and make them dock up - highsec players are afraid of PVP and null/low players are afraid of a little cloaky ship being in local...

Why believe they are there cloaked up to intel you, to camp your activities, who says they didn't just wander into your system while you were out, then was caught in your system when you came back, and they are not sitting there watching you, there just sitting there waiting for the opportunity to leave.

The current dynamic used by these complainers is to get safe, dock up, or simply log out the moment a potential hostile enters the system. This means they are not present to be PvP'd. If they move to high sec, however, they will face war decs involving anonymous alts tagging them, and suicide gankers. Risks they simply do not face currently with this play dynamic. They also won't be present to be PvP'd in low or null, btw.
Since under both circumstances, there is no PvP in null or low involving them, how are we supposed to tell the difference?
 Cloaking being on a ten minute manual cycle timer? (Author: Bree Okanata) Fine. As long as there is a ten minute timer for being docked in a station. Also, you can't stop moving in the game. Just add in a way so every ten minutes you are randomly warped to the nearest other player. Keeps people from going AFK. |

Nope. Conquering a station takes a minimum of a week, a serious effort by the attacking force, and does not affect the safety of the guy docked up inside it in any way, shape or form.
Do you know the chances of a small gang or a solo roamer killing a guy in a properly set up POS or in a station?
Absolutely zero. Even smaller than the chances of you finding a guy who isn't actually playing the game and cannot affect you at all.
If you get a I WILL FIND EVERY CLOAKER option, then I get a button to force everyone in a station to undock at once. Sound fair to you? |

I like how the common argument to this is "be prepared", "rat in groups", etc. A few interesting points.
1.) Cloaky camping takes a single person, why should I be forced to form a group because of a single person is AFK cloaked in the system?
2.) You can never be more prepared than a cloaky camper. Sure, you can have a fleet ready. But that cloaky camper can see the fleet that's ready, and counter it perfectly if he has a cyno, therefore there is no way you can actually be prepared. If you have people even 1 jump out, it's plenty of time for a hot drop gang to gank it's target, and gtfo.
3.) The "well if he's afk he can't hurt you" argument. Sure, that's true. And if you're going to use that as an argument, then you should be encouraging CCP to add mechanics to detect whether a player is AFK or not. Otherwise you're defending a broken mechanic simply because it's the only way you know how to get kills.
This is coming from someone who cloaky camps regularly, and is effective at it. All it takes is two pilots (which can easily be run by one person) and I can see everything you might try to counter me with. This means I know when you're trying to bait me. I know what your fleet comp is. I have the advantage, one person, at all times. And I can completely shut your system down, and there's not a damn thing you can do about it, because I see you, and you can't see me. You don't know when I'm AFK, therefore it is NEVER safe to rat, mine, haul, or do anything else other than pvp while I'm in your system, being AFK. Stay aligned? Fine, I'll predict where you're going to warp to next and catch you while you're coming out of warp. Use dscan? WIth a bomber I can decloak next to you, and instantly lock you and point you, without you ever seeing me on dscan. With a recon or cloaky t3, I only have to decloak 5-6 seconds before I land on top of you. I'm pretty certain there is no reliable way to defend against this other than staying aligned and paying attention, in which case I'll just wait till you warp to the next belt, site, gate, etc, and catch you as you're coming out of warp.
Cloaky camping is broken, this is coming from someone who does it. Stop defending a broken mechanic simply because you're too much of a coward to take risks. |

I personally have not lost any ships to a cloaky camper. This is because I have no reliable way to tell if the camper is AFK or not. Therefore it is never safe for me to rat while there is a neutral cloaked in system. Sure, I could find out his ship type, and rat in something that directly counters said ship. But how do I know he doesn't have a cyno and a fleet sitting on a titan, that I'm unable to counter? I don't. Therefore, it is never safe for me to rat with a cloaky camper in system. Cloaky campers have an effect on the game while not actually playing it or even being remotely near their computer. You argue against botters because they both gain benefit, and have an effect on the game while afk. Yet you promote AFK cloaky campers, when they both gain benefit, and have an effect on the game while afk.

It's NULL SEC for god sake. It is not supposed to be safe. I have great respect for TEST but come on... Really? Asking for NS to be safer?
As for Cyno + cloak? Then fix the cyno part since that could be a problem? Not advocating a change there but AFK cloak is not a problem which needs to be fix. |

Without local: Opening a cyno near a hostile ship is not advised. The hostile can fire on the cyno ship, or alert other vessels close enough to respond quickly. Speaks the truth!! We have cloaked up ships (possibly AFK) in our WH from time to time. It's just part of life in a WH. |

Just do what I do and throw wave after wave of procurers at them until their trigger fingers get tired and sore and they go off to somewhere else. It's not like procureres cost a lot of ISK or anything :-)
Seriously though, while I think the cloaking mechanics are fine I do agree that it should work both ways and their should be ways to find a cloaked ship, which the cloaked ship could easily avoid if he/she was paying attention.
Vigilance on both sides of the equation sounds like a good sollution to me. Personally I would be fine with removing local if there was a mechanism to hunt down cloakers. Just my humble opinion.
But who knows what CCP thinks of the issue. Has it ever came up in any of the CSM notes or anything? |
