The payout for lvl 4 mission is lower than mining Veld and scrodite now. Mission payout never did out perform mining by 10x. I can get around 5m/hr just mine Veld and Scrodite. The problem pre patch was mainly because raven had it bit easy in missions. However, not every mission runners use raven. I personally use apoc or tempest depends on mood. Either way, the payout from mission never really gotten over 14m/hr. More often than not, you get those long and low payout missions that only get around 6m-8m/hr at most. Yeah, it was a bit more than mining scordite/veld. At same time,the risk involved was far greater than mining in high sec areas as well. When you compare to low sec mining, the mission payout was actually lower than doing 0.0 mining by a good margin. Which is fair consider mining in 0.0 have risk of getting ganked by players.
After patch, the mission payout now droped below what people could make from mining in high sec systems. The missions are also much harder due to npc missiles don't have any of the problems that trouble players. NPC heavy missiles hit upto 72km and you get hit by 3 of them every second from just one npc cruiser. NPC battleships can fire their cruise missile upto 114km away, and torps can hit upto 80km. Try have 4-5 battleships on you in a mission at close range and tell me that lvl 4 missions should not have better payout than mining.
For those who said lvl 4 missions are not risky, you really need to check the systems with lvl 4 mission runners. You can see just how many ships got lost each day. The only difference here is that people don't lose ships/modules to another player like it is in 0.0. Instead, people lose ships/modules to npc. The reason for high ship and module price is due to the fact that people lose a lot of ships/modules and they want to replace them fast. I know a lot of those who do missions with total ship cost 300m-2.7 billion isk. One little mistake or game crash could well means at least 140m is gone not including the ship. Nobody I know could make 30m/hr 23x7. The best that I know was around 18m/hr for a few hours due to lucky mission chain.
So, the bottem line is that the current mission payout is too low to do solo, and totally worthless for a group to waste time on it. A mission group can go mining in 1.0 system and make more money that lvl 4 missions right now. Before the patch, mission payout was a bit high if solo in raven. However, since the missile change, there is no ship can solo lvl 4 missions and make more than 10m/hr even with the old mission payout. So, the super high mission shouldn't be an issue post the missile change. If you really want get people to do more group missions, you need to make it worth it first. 5m/hr per person in mission group is the least you have to match. Otherwise, for the amount of risk involved, it is no point to do it.
As for those player pirates or hard core pvpers. Please don't talk about how easy missions are and such. Let me tell you, a good ship can solo lvl 4 missions worth much more than the cheap ships that are used in pvp. Yes, mission running makes good money, at same time, mission runners also lose a lot of money when ship is lost. That happens very often. It is not hard for ccp to find the ship lost rate at all. 99% who said mission payout was too high were either never did any of the missions or fly a raven. A real mission runner just how much they can make, how much it cost to replace the ship and easily it could happen if careless. When you have to face multiple cruiser, ceptor and battleships none stop, how could you say there is no risk? One fact though, there is 0 chance for player pirates to get their hands on the good modules from mission runners. And that is the only reason that pirates whine about lvl 4 and want it to be in low sec systems.
