I got a offer about a "Caldari Navy Hookbill Blueprint" (1 run; me 15; prod level 6)
for
90,000,000.00 Mill
and 1000 LPs.
The ship is a Tec1 Frigate with very small specials - so it is like cheating...

Its a special offer for those who want the ship fast and have to much money. To counter inflation.
The normal offers still exist but youll find those at 100.000 lps. (Your offer says 1000 lps, i assume its supposed to be 10.000?)

This is one of the new LP offers introduced in the patch, they were described by a dev as being 'low LP offers but expensive'.
Basically you're paying the navy for the faction frigate bpc, instead of having to earn it by finding the tags required in the old 80k LP offer.
It usually sells for around 150mil anyway, meaning you'd make a return or at least break even on your investment if you were to sell it.
This offer is neither a scam nor cheating, and IMO your opinion is the result of your inability to see the ship for its value as a reasonably rare item and not a 'tech1 frigate with crappy stats'.

thats a nice offer, wish I could get soemthing similar with my agents. I have 260k points I wonder if there's an offer out there for cash and a battleship, I can only hope I have enough points.

I got an offer for an 8 run hookbill bpc the other day, 80k LP's and 720mil.
Pity I was broke

please tell me you meant 90m isk and not 90,000,000.00m isk (90,000,000,000,000)
would hate to see the agent asking 90 (American) trillion and only give a bpc not a full built ship.

He has enough sense to see that in a game, there is flatly no such thing as rarity value. CCP could decide to put this frig on the market tomorrow at 500kISK. It is not, and cannot be, worth 100 million plus.
What people are prepared to PAY for it - well, yeah, it has an awful lot of vanity value. But more fool them.

His basic mindset is still that because the item in question does not seem to be of much greater worth in construction cost and bonuses etc than a standard frigate that it is somehow wrong for the agent to be asking for 90mil isk for a single run bpc of said item.
As I, and someone else said, this was offer was put in so that people could pay for the ship quickly, instead of earning it by gathering the relevant tags or working for a higher LP, but less expensive offer for the same item.
I stand by what I said, there are too many people on these forums who throw their rattle out of the pram when something in game happens that does not suit them personally. This post, however sedate it may have been, is still a prime example of the single minded attitude of most players here.
