We all know gate camping is a bad thing... ...This is not a discussion about that...if you want to comment on that go elsewhere.
If any of you remember a game called Elite, or Elite II : Frontier on the Amiga by David Brabham you should recall a system whereby if you hung around a station or facility long enough, the police would give you a warning to vacate the area.
If you didnt vacate the area, you would be fined. If you still didnt vacate the area, the police would come. If you shot the police, then wooo even more come until your ship is in a million peices.
This would be perfect for the gates!!!
Please consider this CCP Devs!

A vagrancy law..
Good idea. But would it stop a massive blockade?
Also, what if you're waiting at a gate to give someone else protection? I've done that before, Not camping, just my ship was faster and harder than my mates and I waited for him to arrive so I could make sure he jumped without any danger of attack.
The pirates could get around it by camping in shifts. 2 or 3 of them in a corp camp a gate, then when 3 others arrive from another gate, they camp that one. As long as none of the pirates exceed the allowed amount of time, the rule is useless.

Ascorbius hit it on the head - the people you are trying to target with this rule will evade it completely, the people most affected will be people doing nothing wrong. See how hard lawmaking is =8) ?
You are in a maze of twisty little asteroids, all alike. |

You could make the radius from the gate 120 KM.
If the pirates want to stay there then they gotta wait @ 120 Km from the gates.
If they stay there too long they get busted.
If you have to wait for your friends, then either get out of the radius, or wait at a planet.
This system worked really well in Elite, Elite II : Frontier.

So I just split my forces into two groups. We figure out what the timer is and 30 seconds before it expires we swap. The blockade is still in effect. And if I need help the guys off waiting to come back can just warp back in. Nice idea but wouldn't be hard to work around it.

I like this idea, it has promise, it just needs to be expanded upon to deal with the problem of pirates working in shifts :)
Not that I can think of any solution atm ;(

Another Idea to atleast slow down gate camping is to remove or decrease the range of the Webifiers and Warp disrupters (or make them work on a percentage chance of effect).
I dont mind pirates, hell got killed today already, its just a little annoying that you can run or really manuver to fight. You just end up being a sitting target waiting for death.
Oh well it happens :)

So what, if pirates are working in shifts ? I mean, in real life, we've got laws that can be bypassed with a little work, and that's what thiefs and murderers do. And just because those laws are not totally efficient we shouldn't have created them in the first place ? My point is : 1) let's try to create a *realistic* universe. NOT a *perfect* universe. laws are not totally efficient ? so what's new ? 2) anything that annoys pirates is good.

A solution for blockades might be to simply add a registry scanner to the gates. If the registered owner of the ship has a negative Sec Rating or a record of attacking people, the gate sends a signal to Concord or the Empire's Navy to handle it. Normal processing time for such a signal would likely allow those people to use the gates in empire controlled space, but if they stuck around too long... they get to watch their ship get vaporized around them.

I have the most efficient solution to gate camping for sure. Get some escort! Lets face it, gate camping is a part of the game, not a problem that has to be solved. EVE is a dangerous place and sometimes it just comes down to who has bigger guns. As it should be. ------------------------

How about instead you just fix pvp a little?
1) Make gate camping not so safe for the camper. In terms of reprecussions from the people jumping through. Whether that is x seconds of invulnerability, or nobody can get a target lock within 50km of the gate for x seconds after its been active.
2) Make finding/tracking players much easier, more devices that do this, remove the "if they jump their gone" system. So that people who seek combat might be able to find it somewhere other then a gate..

If gatecamping is a fact of life then why is there no option to send a drone through first with a massive antimatter charge to vaporize the 50km or so closest to the warp destination, I mean facts of life we deal with with appropriate counter meassures...
