Pagefault, you didn't take into account pre-requisites. I think you are much too optimistic with your impression on how this game is for new players. You need the rank 5 to train other skills that require it. It's like a leveling game. A newb can train in destroyers, but the vet is using a heavy assault ship. Is 5-10% a lot? Yes. Many modules only give that margin of advantage. 5-10% here in and there on many skills means tons.
Lots of ships are designed and implimented with the thought in mind of what CPU and powergrid it would have if the player had all the skills for that maxed. They have to be balanced like that, to keep the ships from being overpowered when in the hands of 40+ million SP characters. Though, newer players get the shaft because they don't have the skills to load it out like that.
Lets say you have 4's which would take a while anyways.
and skills like surgical strike? It's ships and skills that require the long training. How about tech 2? Sorry, but no amount of skill is going to save you against a vet with 20+% more damage, 20%+ RoF, more CPU/power for better fitting, tech 2 guns, elite ships, unless they are completely dumb and AFK.
I would agree with you if there weren't prerequisites for better skills and every new ship/module that gets added to the game. Multiple level 5 skills requirements to fly the highly superior ships, newest content, and better skills is the dev's way of keeping the new players down and their dying breed of old players happy. In leveling games you can catch up, but in eve you can't.
Implants/learning skills are a moot point as well. Newbies are better off if they werent' in the game. It's impossible for a newer players, (and I mean months, not days), to afford a set of the best implants. The learning skills just make it so either you are gimped in training time, or you spend your first 2 months of EVE sitting in a station logged out learning these skills that do nothing for gameplay.
My 2 cents on the skill system. I'm over 1 year in, but I can see clearly where new players have it bad in EVE.
