Imo, I don't think they can balance it out & still keep racial differences at this point. They'll have to return to Exodus ship stats. Caldari are supposed to be the slowest ships, smallest cargo holds (which I don't agree with tho), biggest shields (we need better recharge rates also, tho), longest range weapons & bonuses, and most focus on missiles. Also the caldari ships have more med slots, more CPU for EW and sheild tanking. Caldari have less powergrid, because, PREVIOUSLY, missile launchers took less powergrid, and we weren't supposed to fit as many turrets... balanced, yes, it was. Fewer low-slots to prevent caldari from being fast, having huge cargo, and armor tanking.
Now with Caldari ships having less CPU than before, least grid of all races, and missiles taking up more grid, it just isn't reasonable to try & balance the races again with the current stats. You'll lose differentiation between the races & their roles & specialities. All in all, this would be like giving the Gallente smaller drone bays, increasing drone size, nerfing drone damage and range and armor, and adding in 5 new high-rank drone skills that they have to train up to be "almost" what they were beforehand.
It doesn't make any sense for a skill I have to somehow magially pack more missile fuel or propellant into the casing and make it fly faster & longer or make a pre-packaged, precisely manufactured missile warhead detonate upon impact with greater damage after I push the launch button and the missile becomes autonomous.
If caldari ships get more CPU, they'll be too good at EW and shield tanking. If they get more grid, they'll all stick on lasers and try to be Amarr or Gallente. If they get more cap or better recharge, they'll exploit shield boosters & also be too good at EW. If they get more shield resist bonuses they'll become too invulnerable to shield damage from other races... despite the fact that their weapons still suck... it would be imbalanced. Give Caldari speed and they'd be like the minmatar. See? Each race is supposed to be unique. CCP have begun destroying that balance and racial role uniqueness.
