199 gunnery ranks compared to 177 missile ranks for pretty much optimal t2 gunnery vs optimal t2 missiles.
You are complaining about 22 ranks even when considering the large gunnery specialization tree gives access to all tech2 guns in that line, small, medium large??

Optimal is acutally in practice. you not need any of the Extra missile skills @ V, or Standard / Heavy too. M8

To summarize:
#1 yes, CCP wisened up and didn't copy the dumb mistake of putting chained lvl.5 requirements on missile specialization, that'd require something like 1/3rd of year long training in order to use large tech.2 weapons.
#2 they didn't remove (yet) the same dumb chained lvl.5 requirement from the turrets, likely because doing so would make the forum explode with all the OMG CCP WHY DID YOU MAKE ME WASTE ALL MY TIME TRAINING SMALL AND MEDIUM SPECS AND NOW YOU MADE IT EASIER FOR NOOBS I HATE YOU HOPE YOU DIE1!1~!ONE!
