People want to stay in safe space because they get some strange personal attatchment to their 'stuff'. They see it as part of who they are, how well they are doing, how happy they are.
I see stuff as tools to get a job done.
Some people will never, ever go to 0.0, and I don't have a problem with that ... until they start crying that 0.0 should be brought to them.
Many an alliance has floundered because its numbers have become swollen with people who just don't want risk.
If you wanted to kill big npcs you had to go to 0.0 If you wanted to mine rare ores you had to go to 0.0 If you wanted to make lots of isk, off to 0.0 with you.
Now, however, you can get all those things in Empire. Why would someone choose to go to 0.0 when all the goodies can be obtained with less risk to their stuff?
Well, some people still do, so what drives them there? Dreamers, powermongers, true leaders, visionaries. These are the people the 0.0 attracts. They want to build something. Something which will let them leave there mark on Eve. Their followers too wish to be part of this history, this greatness. The reward is the goal, the steps to it just 'solution opportunities'.
The level of risk or reward in the classical sense is a non-issue. Sure they have to fund their ambition, but they need not fuel it. No-one will stand in their way, no matter how humble or polite they are. You are either with these people, or against them. Yes, they may forge alliances and draw up pacts, but these are just steps towards a greater goal, to be disregarded as soon as possible.
These Empire builders, these are the people driven to 0.0. They aren't there for content or trinkets, the risk levels matter not. Their followers may see the rewards as a pleasant bonus, but usually nothing more.
You can't create people like this. You can't tempt them. You can't bribe them. You can't blackmail them.
Give them more tools and maybe more will rise, but addressing the risks or rewards of 0.0 will have little impact. Their rewards come at a higher level.
You can ***** about these people. You can moan that they won't let you play in their yard. You can ask for help from CCP. It won't change a thing. They are who they are, and you are but a peon. Bow down before them, or take arms against them ... they have little pity for men who cry.
