Can you tell before you approach by warp if you can dock in the outpost?

The situation with outposts is the same as the situation with player conquerable stations.
The answer is 'no' you can't tell whether you'll be able to dock or not.

While you are gathering items in empire the sovereignty of a Outpost changes. You have no stake in the sovereignty. You are a trader. How would you know whom to contact to get access? So you dont autopilot all the way there and warp to the station and cant dock when you get there.

I thought they were going to sort out this problem by allowing you to collect your goods from outposts/PCS without having to dock? Or has that not been implemented?

You can see if the sovereignty of the system has changed. Look at the map, or look in the top left corner of the system.

from what I read from devs, can't remember the post, you don't dock at station for delivery. there's a deliveries button for station kinda like the one inside npc station for corp deliveries. haven't seen this though, but what I read.
