Empire and 0.0 space have never been distinct regions there are areas of intersection. In those areas the fact that it's empire controlled has always over-ridden any security status. If it's controlled by an empire, expect that empire to impose its laws.
Sahkt had sentry guns before it joined to Delve, and it still has them.
What would the point of sentry guns be if they didn't shoot you for breaking the law ?
To **** people up if they attack the gate..

There is a MUCH better general rule to follow
If no concord billboard .. you can shoot..
There are a only a few non-empire locations that have billboards and if your in those areas then you probably know you can shoot..
It's all about empire or non empire.. not about security status.. Some places that are .1 .2 security status are FFA ...

On my first pvp trip into 0.0 i lost a Stabber in Egbinger to the sentries after engaging someone.
I petitioned it and got my Stabber back.
According the info we have, 0.0=ffa so i even wonder why there are sentries in any of these 0.0 systems.

I remember, more than once, reminding R-K people not to shoot people when we jumped from B-VIP9 to Egbinger at it was "Empire 0.0" 
There are a few systems that are ambigious like that. Egbinger/Aridia will fire on you, but the ones in Outer Ring won't. I'm pretty sure that Poitot (in Syndicate) has sentry guns, and they don't fire on you either.
