well idk if this is the right forum but the thing is that i am on my 4th True Sansha Overlord Spawn  . However the first drop was Aewsome, True Sansha PDU, and a Webby. ect ect great drop. About 2 days after i got him again!!!!!. That time i got a couple of passive resiitaces plates. Then i got him again! and i got one pasive resitace armor. so i was like wtf is going on dont get me wrong i also get the Sansha Radio L crystal and i like that but does it rember when i get the true sansha and drops really crappy?
 i love my raven, i wish i saw the face on that guy that thought i was nerfed after the patch. silly Itty 5 pilot my torps go faster and can go 30km eeheheheheh

The drops are random, and the loot table isnt exactly the most bug free part of the eve code.
Best thing you can do is *not* expect to get uber loot every time you score a faction spawn.

The commanders are getting almost common now, I scored a True Sanshas Dark Lord and a True Sanshas Tyrant today. The bounties are nice (5 mil and 6 mil for those) but the loot isn't great so it evens out. One dropped no TS modules at all save for a TS microwave L crystal, the other dropped two TS armor resistance mods that aren't all that useful and another TS microwave L.
The commanders don't drop the uber loot, the named officers do (like Chelm Soran for instance).

I have found faction ammo and 2 low grade halo beta implants from angel officers in the last few days.(cruiser sized rats) 
Also i have noticed the hauler spawns going up a little too. Hope the trend continues.
Mind you I have destroyed a Domination General before and found no faction loot but a named seige and xl shield booster like a good "normal" can.
As was said above, best bet is not to hope.
Expectation = Anger  mkay...
