In all honesty the lottery is a joke. There are a couple things CCP really screwed up on in the game and the two big ones are.
1. Agent Lottery for T2 BPO. 2. Allowing BPC's unlimited.
Those two things basically ended the roles of research scientists and major industrialists. Anyone can build a ship with a BPC and anyone can do a few missions, get a research agent, sit around and luck out.
I once posted my idea for "research" in Eve and it had nothing to do with agent running. Where is the science and research in Eve? Where is the career track for the scientist? In real life breakthroughs don't just appear as if by magical "lottery".
My idea was simple:
EXPLORER: Dedicated character who can fly a special exploration ship with super-scanners. He can search the far ends of the galaxy for strange substances that scientists can use.
SCIENTIST: Dedicated character who has uber science and research skills. He conducts "experiments" in a labslot. The items to conduct the experiments are rare and its pure chance. A scientist mixes some substances together and can create a "minor breakthrough" (like a key) or NOTHING. If its nothing the stuff is lost, destroyed, gone, just like a REAL experiment. If he gets a key, he can combine that with other keys for a "major breakthrough". A major breakthrough can yield a T2 BPC or NOTHING. Again if its nothing all is lost. Alot would depend on the scientists skills and training and the quality of the substances found.
Conclusion: Something like this would work. We already have POS's having "minor" and "major" reactions. Make labs for RESEARCH and have it be REAL RESEARCH. I've wanted to be a scientist since beta. A real scientist. Not some agent running ***** trying to win some ridiculous BP lottery.
Come on CCP fix this!!!!

Should you? As lotto chances increase, Multiple drops per char should decrease (not fixed, but random).. So if it's happening with event these chars then you should slap him.. cause it means more work for you.

Why wouldn't this make sense? High multipliers and high numbers of people entering always lowers the odds. Don't whine about adding more ship BPOs - the numbers are fixed for every item to allow the market to work like CCP wants it. Adding 200 more Dread BPOs might make the whiners happy, but it'll crash the market for them in short order.
You do the math. Fixed amount of plans for each object. Tens of thousands of peope vying for ship BPOs.
Yeah, I'd hold him to that offer if I was going. Lol.

High multipliers do zilch, except when there are several fields competing for the same BP (covert ops frigates are or were available via starship and I think electronic engineering).
And as stated before, I personally know many people who have max 1 out of their 4-5 agents in starship and don't get anything. ______________ Join the Family |

The lottery is clearly broken...
Verone got a transport ship bpo after having a lvl 2 resarch agent for 2 weeks or something...if that's not broken I don't know what is

My alt *finally* got something after a year of being in the lottery.
It was an armour kinetic hardner II.
Unfortunately I didn't check my alt for 12 days until today...
I thought offers lasted for a month, not a bloody week
