As stated in the dev blog, Outpost components are only available on the NPC market and cannot be manufactured.

There are a lot of owners of outpost BPOs, esp the minnie one. They will most likely be selling BPCs or possibly building them onsite to spec BYOC/M. I can't imagine anyone will do all that stupid freighter hauling for anybody but themselves (note each outpost component is 100K m3 in size, and no one station in empire sells them all.

Yeah they are a definite follow-on from freighters. Even getting all the parts to one place for a build using otimised travel routes means multiple trips in a freighter(s).

As said above, none want to know where the outpost is especialy if you have strong enemies.
You can announce where yours is, if you feel strong. And ofc your system has to be heavily guarded by large POSes full of weapons, have a descent size fleet to defend and attack by shreding enemy POS in dead time.
It's an investment most of all.
