I'm not sure what you people are on, but the current system is a simulation of missile tracking and explosion velocities.
RP explaination:
First part is your signature, it determines how close the missile can explode to your ship. Big missiles arent made with built-in guidance that tracks smaller targets well. By that reasoning your position in space is always going to be ahead by a few seconds of where the missile thinks you are. When it thinks its on top of you, it explodes, but in reality youre a little bit farther out.
Second part is your velocity. Take into consideration a mjolnir or paradise. The EM payload does a lot of damage but the charge that releases it is relatively weak. Kind of like a small electrical charge setting off a stick of dynamite. The EM payload does damage to a concentrated point in space, the shockwave of the weak blast is really slow. Just look at the graphical effect if you don't believe me. Thats the explosion velocity.. for torps its 350m/s I think.
Since the torp thinks it hits you, but you're slightly ahead, the explosion is always behind you, and you're flying away from it. Your speed negates all (or a portion) of the shockwave and the force in Newtons impacting your ship is lessened.
Smaller missiles on the other hand have a smaller capacity for damage (there is no passive payload + charge like in bigger missiles, its all in one) because they are smaller in size, and made to be more agile. The lower mass gives them a faster velocity. So the speed, agility, and specialized guidance systems means the missile hits your hull when it explodes. Or something like that.
The only part that is screwed up is the distance from which the missile explodes against smaller ships (graphically). Torps should go off at a slight distance to simulate you getting hit by the shockwave part and not the damage part. But I'm pretty sure the RP explaination makes a fair bit of sense if you know physics.
