When a Cerberus sits at range, it's a perfect target for battleships while most other hacs have a good opportunity to avoid large turrets fire (close range or tracking disruption). The Cerberus cap being one of the biggest jokes in the game, it is probably the worst tanker of all HACs, so range won't help you much, unless you want to pop tech I frigs, that a Cerb can't kill at range before they warp out anyways.
There's one thing a Cerberus is good at: freaking people off. When your target takes one light missile in their face every second, chances are they'll warp out. Or die from laughing when they realize what damage you are doing to them

And the Caldari HACs dronebay could be doubled too. Oh... wait... 2 x 0 is still 0

Which have dronebays. Exactly what we are talking about. I think only the Zealot has no dronebay neither, like it needs one

Deimos = 100 m¦ dronebay, with EM or explo if you want. Cerberus = 0 m¦ dronebay.
There's one ship I don't want to see when flying my Cerberus, it's the Ishtar: I can't tank it's drones nor kill them fast enough. You could even take a Cerberus down in a plated Thorax loaded with EM/explo drones 
Not only Caldari ships have all 4 damage types, you know, even a Sacrilege has them, aswell as matari ships.

Tone down the damage reduction formulas and the Cerberus problem is half solved.
Let's say CCP improves the Cerberus, it will still leave other missile Caldari ships sub-par (don't know about the Raven, don't fly that thing). I just fought in an interceptor tonight since a long time, and notices my 150's TII excellent shots were doing the exact same damage than my Raptor bloodclaws. Against battleships and with good missile skills.
I don't think it's possible to talk about a way to fix the Cerberus without talking about missiles and general.
