Torpedos are only effective out to that range against NPCs, since NPCs don't (generally) warp out when they see incoming fire and the flight time isn't (again, generally) a problem. Against players, torpedos are only effective within 30km, and that's pushing it; to be truly useful, a raven has to be within 20km. That said, torpedos are UBER at that range now that tech 2 siege are available and named launchers have dropped in price...especially if you slap on a bunch of ballistic controls. I can kill the shields on a battleship (player OR npc) in one volley with my raven.

It's quite do-able as long as the target doesn't have rocket or assault launchers loaded with defenders. However, you don't want to use cruise in a close-range setting; other ships will out-dot you up close. At longer ranges, however, cruise missiles truly shine - in an engagement at 70km, a raven will generally out-dot most other ships. Again, tech 2 launchers and cheaper named versions help immensely, along with ballistic controls. Here's a setup I was using before I finally got my hands on tech 2 siege launchers and switched to torps:
6 limos cruise 2 heavy nos
XL shield booster II Em hardener Thermal hardener Kinetic hardener Sensor booster or cap recharger Shield boost amp
3 ballistic controls 2 PDU II's
With this setup, my rate of fire was roughly once every 10 seconds. Probably be every 9 seconds, now, since I got my Rapid Launch to 4.

For NPCing, I'd definitely go with torpedos. Cruise missiles get shot down too frequently.
For PvP, use torps for short-range and cruise for long range or cruiser-killing.
As far as my raven goes, the only truly expensive items are the tech 2 siege and the XL booster II. The rest is cheap named stuff, with the exception of my BCU's, which are tech 1. You can substitute ZW-4100 launchers for the tech 2 as a cost-effective solution. (Also, bear in mind that the missile specialization skills will apply only to tech 2 launchers after the patch on the 30th.)

I'm with you, there. For PvP, two heavy nos are the way to go if you can fit them. If you can't due to fitting BCU's instead of PDU's in the lows, then I'd suggest medium energy neutralizers, preferrably named. For NPCing, go with light guns with excellent tracking (lasers, ftw) to kill the frigs and save on missile ammo costs (of course, you can combine missiles, drones, and the lasers to take the little sucker out quickly in a pinch). -Wrayeth
