Every hour, over 300 posts are being created on the EVE Online forums. Every month, our players post over 9 million words, expressing their concerns, hopes, ideas and suggestions. This feedback is essential for the future of EVE Online, but it takes the right people to help communicate it to the developers GÇö you.
The process of daily communication with our players is best entrusted to those who are far better versed in the intricacies of New Eden GÇö the players themselves.
Who we are
Community Communications Liaisons (or CCL for short) are a group of ISD volunteers who are responsible for the official EVE Online forums along with the Community Team. The main goal of CCL is to support our community by keeping order on the forums and enhancing communication between CCP and the players. The CCL just recently expanded onto the official DUST 514 forums to collect feedback from the community for CCP but do not provide moderation there.
What we do
First of all, CCL are volunteer moderators who help to maintain the EVE Online forums as a healthy venue for discussion. Additional information about this aspect of the program can be found in CCP Navigator's dev blog.
Second, the CCL team acts as a conduit between the EVE Online and DUST 514 developers and the players. Our volunteers point out threads of interest to the Community team and, by extension, to the relevant developers. Our forums are an awfully big place, and it is very easy for important feedback to get lost. CCL strives to ensure this does not happen.
Last but not the least, CCL help their colleagues in the ISD STAR department to answer any questions that new players might have, and to run interesting projects for the community at large.
Why join CCL?
Simply put, the main reason to join ISD is the desire to make EVE a better place for everyone. All ISD volunteers graciously share their free time in order to assist in a variety of tasks that all go towards supporting and enriching the players experiences in the world of EVE. At the same time, there are certain benefits in place for volunteers to reward effort and dedication.
It is important to note that volunteers have little or no in-game abilities. They do not have access to the account information of players nor do they have the ability to create items in the game. They do not receive special items or equipment for their player characters. Their actions are closely monitored and they are not privy to information that is highly confidential.
How to apply
To apply for a position within ISD (EVE and DUST 514) you need to be 18 or over and hold an active subscribed account in EVE Online for over 6 months. The CCL team members must be patient, diligent and be able to conduct their duties objectively and without bias. While all volunteers should be sufficiently fluent in English, we welcome German, Russian and Japanese speakers as CCL has individual sub-teams dedicated to working on our localized forums.
If you achieve these requirements then please fill out the online application.

I'm afraid that CCP hold the privileges to the Ban stick nowadays, CCL moderators can Post,Edit,Move,Lock and Delete threads and posts.

The CCL in particular handles enforcing forum rules and providing a semi-official communication channel, both to open CCP communication to all players, and to keep the ever-busy CCP Community Team posted on things going on. The way this differs from the CSM is that we do not showcase our own opinions or stances, or show favoritism (at least, in theory). While we do have communications channels with CCP, it is mainly used for asking help with a situation we cannot / should not handle (for example, someone posting about illegal activities).
tl;dr: CSM are from the players for CCP. ISD/CCL are from CCP for the players.
Oh, and a misconception that keeps living for some reason: the CCL does not ban people, from the forum or otherwise. We do not have that power. We can only lock threads, or edit/delete posts, to make sure they follow rules. Bans are handled strictly by CCP employees. The forums have no system to give feedback on reports, and we have strict instructions on not replying to private communication (see my bio). That leaves us no way to give said feedback short of posting in the thread -- which would be awfully counter-productive and derailing.
I know it sucks and is frustrating to know whether the report not being addressed is simply ISD not being around, your report being ignored, or ISD deciding forum rules are not being broken. Unfortunately there is nothing we can do about it for now.

Asking, as I've sort of noticed that there are times where moderation tends to be quieter, which seems to correspond with lower population times, such as the main Australian TZ, and other times where there are many more on (US / EU peak times).
Thanks in advance, We try to keep the team as balanced as possible, which not only means a good spread in EvE play styles and backgrounds, but also in Time zones. As there are more players from the EU and USA time zones, the team also tends to have more members in those time zones. The reverse is also true, as it also makes it more difficult to get new members from for example the Australian time zone, as the amount of players that might apply is smaller. Mmmmm, sounds like the perfect opportunity to specifically invite players from -4hr > international dateline < +4hr to apply! Several folks have applied for CCL and should have received either a request for an interview or notification of acceptance but have not replied.
If you are no longer interested in volunteering then feel free to ignore the email. However, given some of the delays that have occurred, you may want to check your application email location.
Just hated to see someone miss out if they were still interested.

The request for an interview email should have contained instructions on how to proceed with the interview and had an email address listed if there was some question concerning the process.
All applicants should receive an email indicating the outcome of their application.
However, for a variety of reasons, or excuses, there have been some delays in a timely response to all applicants. Hopefully, all CCL applicants should have received a reply in the next two weeks. Thereafter, it is planned for a more timely response to such applications. I, personally, and CCL apologize for the delays some of you have experienced.

The process is a bit more involved than that, and may involve back and forth exchanges. The Captains and Vice Admiral are the ones really involved in it, though, so they can probably give you a better estimate on the actual time before first contact, and then a decision.

If you want to be a member of CCL and have not applied yet, please do so now! It can be a long process, but once your in we welcome you with open arms into our wonderful team. \o/
