I'm thinking this is some sort of troll or misdirection. When I was in militia we didn't shoot our allies unless there was good reason or a mistake.
The default overview is something ccp should just fix. Everytime you need to reinstall eve you have to go through the same drill again.

My experience is that they are pretty much the same.
I prefer the minmatar amarr space because I know it better and because there are fewer gate camps. The main advantage of the caldari gallente space is there seems to be more numerous hot spots you can go to.
I can't say there are fewer boosters and blobs in cal gallente space my limitted experience suggests there may be slightly more.
I see no difference in the quality of smack talk.

But the best indicator or whether you will be blobbed is how many are in local and on scan. Plexes pretty greatly mitigate the problem of blobbing. You can't get blobbed by sfis if you are in a small plex. Even when you are in a small plex and you see 3 ships on short scan you can always wait for one to jump in and then warp out. Then warp back to the plex and see if anyone is on the gate. You might be able to kill them before the others warp out and back. If all three are in there you can sit at the gate and see if any warp out. Then you can either jump in and fight or wait for the person to come back.
In the amarr front check out some of the less crowded but not dead systems like @evati, @resbroko, @Bosboger, @egmar, @Dal vard sisied ezzara, @frerstorn, aset, isbrata, arzad. Are all decent systems to hit and try to find fights in plexes. I don't typically have much luck in the bleak lands.
Anyway I dodn't see a whole lot of difference and in fact I would say the minmatar and amarr have been better at delivering fights. But then again I stay out of fw so I am have many more possibilities for plex fights since I am not blue to 40% of the people coming in plexes. Actually its really a common mistake. I admit I shot friendly militia once due to the default overview settings.
Another time I was shot by a friendly miltiia when i picked up some tags from a wreck that was not mine. This turned me red so the other player in the allied militia assumed I started shooting him.
