Ok, didn't see a thread about his anywhere, so will post my thoughts on a new one.
Yesterday, Mordu's Legion made a visit to Outer Ring, where an Imperium Alliance welcoming committee was already waiting. NORAD was also asked in for the fun, so a group of us joined the IMP fleet. Just like every neutral entering the area, Mordu's Legion pilots also received some fast deliveries of all sorts of ammo. Anyway, the point of this post is not the battle itself, but what followed.
Shortly after the Outer Ring was clear of Mordu's Legion, some of them were spotted in Orvolle (0.5+ empire space, for those few not familiar with the system). These Mordu's pilots then proceeded to attack and destroy a NORAD vessel in that system, without any CONCORD intervention.
Don't get me wrong, I love the RP perspective in this, especially since the Mordu's pilots clearly stated these were the consequences of our involvement in the events taking place in OR earlier. It's the nature of these consequences that troubles me. Why didn't CONCORD intervene? On-the-spot war declaration? Will we continue to have skirmishes with Mordu's Legion in empire?
I guess what I'm trying to say is I just find it a bit odd that the event didn't continue and finish with the people willingly taking part in it. Instead, it was brought down to one of the newer members, who had just logged on in empire, and knew nothing about the event. And no, this is not about the loss, I'd just like to know the story behind the CONCORD bit.

all u pierats.. ehm sry... mercs and alliances do is fark up events for teh rest of teh ppl wanting to participate. its just sum izi nublet kills to u guys... hope mordus killz u guys alot! would be nice to see u guys run when the nxt event will be ALL of them against the sry gank u folx put together.

first : thank you mopje for your intersting comment on mercs and alliance, could you just write in english next time ?
As for Lucci, from what the mordu's told us, this was not a "gank them all" incursion in IMP space but a "peacefull" mission to retrieve some materials from ORE's station as their contract with ORE is over. The fleet commander made it clear that any act of aggression towards any member of the gang would lead to a K.o.S policy towards the offender's corp or alliance. And Mordu is a recognised mercenary faction so I think that they have some kind of "safeway" given by CONCORD.

Thanks for the reply Abraham. I had a false conception on the Mordu faction (must be all the lvl4s against them I used to do), that makes more sense.
And mopje, I tried my very best not to make this sound like a whine, because it really isn't, but obviously I must've failed somewhere along the line. I would actually love to see more related action, not the other way around. The main reason I created this thread was because the guy who got popped in empire asked me how was this possible without active wars, and why CONCORD wouldn't act. As I couldn't give him a straight answer, I was hoping either Mordu's escorts or Aurora could fill in the gaps in the story.
Which they partially already have.

Blasting every thing that moves has consequences. Of course CONCORD didn't intervene, police are no much for a fight against the best mercs in EVE.

Humm ok, I know my english is bad but I didn't know it was THIS bad. Mordu's didn't blast anything "that moves" but a member of a corp/alliance which has been pretty hostile to them 15 minutes before, as you said some actions have consequences. And maybe it was just a mistake (not-so-friendly fire) and the the poor victim could petition for reimbursement (although he was clearly fired at because of his corp/alliance member's actions).

I personally think its a grand start towards NPC/PC interaction, with EVENT actors making sure you think about your actions in regards to Prime fiction EVENTS in your territory and the repercusions. Something people have been calling for for a long time. EVENTS with repercusions on the player gaming community and the Prime fiction of the game. Oh and of course, EVENTS with TEETH. 
It's not always see Aurora indy > kill > loot. Hopefully now it's see Aurora indy > kill > loot > get vaporised by his Aurora wingmen and have to watch your backs from then on because they might just come to get 'cha and your corpmates.

About Mordu's visit. They blame Imperium and Norad unofficial claim but imho it's more like we're giving ORE protection they failed to provide and ORE have no objections to our work so far  So Mordu's thought they can fly anywhere they want relying on heavy escort and well they were wrong. Afaik they didn't attempt to contact any Norad/Imperium officials and ask for permission before entering space protected by us. I believe if they did they would be allowed to haul their stuff out under condition they submit themselfs to proper cargo scan so we can be sure they are not moving any illegal goods Imho this action was Mordu's provocation and part of some evil Mordu's scheme, we'll see what is their next move.
and btw I can't agree Mordu's are best mercs out there with their obsolete ships and equipment Best mercs are MCs and I'm really sorry to everyone of em who I participated in killing of. I hope you got paid really well for Mordu's dirty job.
And as MCs know very well attacking in empire is restricted by Concord by need of declaring a war which is properly announced by DED to every member of each involved party. There is no way Mordu's can have exception in this matter and so Orvolle incident is clear failure of Concord in enforcing law.

Dind't knew thet that eve also has role playing. Starting to like this game even more now. :)
Although i agree on kannibal, concord just failed to protect me. ;)

i personally like the idea of more npc retaliation, lets face it when 1 b.s. by a player can take down 10-20 assorted npcs alone they got the nerf bat big time.
the people that will be the most upset is the non-war-decced mission runners that will have npcs fighting back more like players  ___________________________

NORAD/CHON was clearly acting as protectors of ORE assets and space as we always did. CHON always does his job for ORE well.

I helped kill a CONCORD officer spawn in curse a few weeks back, and 10 minutes later they attacked and killed somebody who warp scrambled me in a 0.5.

Personally I'd view something like that as the equivalent of a corp war action. CONCORD doesn't intervene in those either...
