I may be crazy but wth, my character is Amarrian and i have recently become very 'taken' with the Gallente, i now fly and train for their ships and skills. i use their weaponry too, but something that has been on my mind is ; Can i do Gallente missions ? running Amarrian missions is all good but the rewards are a bit pointless now. If so where could i find a decent Kill agent (security), if this isnt possible does anyone know if the DEVS can perform a 'race change'

u cant change races but u just as easily train up gal ship skills and hybrid skills.

u can do missions for any race as long as u have required standings - the disadvatage u will have at first is that having started in an amarr "school" corp ur initial standings boost for completing the tutorial only helps u get started with amarr agents.
what this means is if u want to start using agents from another faction ie gallente u might have to start with lower lvl agents. not a huge problem though and nothing getting both the social and connections skills up a couple of levels wont help overcome.

Exactly. And you'll have even a harder time at first, as doing missions for Amarr has likely lowered your standing toward Gallente (though less than toward Minmatars). With a few social skills (and better if you have some connections skills), and chosing your agents to be the highest quality possible, you should be able to climb up the agent ladder pretty quickly, as level 1 missions will be now quick to do as you're better fitted than a rookie starting missions :).
(I personaly started Caldari and then went doing missions for Amarr, had access to level 2 agents quite quickly).
